The contractor shall provide all resources necessary to conduct a facility-wide duct bank survey at the Northport VA Medical Center, focusing on the investigation of twenty specified electrical manholes, with up to five additional manholes to be included if required by field conditions. The work includes visual inspection of energized electrical feeders, high-voltage splices, conduits, and identification of spare conduits suitable for future use. The contractor shall dewater manholes as needed, clear drains, and perform confined space entry with proper permits, training, equipment, and personal protective equipment in accordance with NFPA 70E, OSHA safety standards, and confined space requirements. Each manhole, approximately 10 feet deep, shall be inspected for structural integrity, including signs of deterioration, spalling, or damage to aboveground portions, as well as inspection of cable bends, terminations, splices, porcelain components, and any signs of overheating or physical damage. Infrared scanning of all splices within the manholes is required, along with mandreling of spare conduits to confirm suitability for future feeder installation. The contractor shall document existing conditions through representative photographs and detailed records of feeder and conduit size, type, and quantity for each manhole. Deliverables include as-built drawings in PDF and AutoCAD formats, a comprehensive written report summarizing findings, condition assessments, and professional recommendations for each manhole, and an Excel data table listing all feeders, conduits, and spare assets with their respective characteristics. Work must be completed within eight weeks from Notice to Proceed, with mobilization occurring within fifteen days, and a final report submitted within thirty days after fieldwork completion. Coordination with the Contracting Officer Representative is required for inspections, scheduling, and any service interruptions, and all safety, compliance, documentation, and record management requirements must be strictly followed.
