The Town is inviting unit price proposals to complete the intended asphalt work as per the specification provided in this document. The scope may include mill and overlay, deep base spot repairs, base spot repairs, crack sealing and profiling of low and sunken areas. The successful proponent will supply labour, supervision, materials, tools, equipment and traffic control devices (signs, barricades, etc.) necessary to carry out the maintenance work as required. Following are the potential work sites for inclusion in the 2026 Mill and Overlay Program: 1) Southbound lane on Main Street between 2nd Ave NW & 3rd Ave NW 2) Caribou Trail between Main Street and HWY 88 3) 6 Ave SW between Caribou Trail and Sunset Plaza (west approach) 4) Residential Section on 12 Ave SE and 9 St SE 5) Residential Section on 6 St NW between 2 Ave NW & 3 Ave NW (subject to deletion) 6) Residential Section on 2 St NE between 4 Ave NE & 3 Ave NE (subject to deletion) In all work carried out under this project, the contractor will provide: All supplies, equipment, labour and any other requirements to complete the work. Traffic control, including signage, road closure permits, and any other applicable requirements for public safety are the responsibility of the contractor. Locates of underground utilities are required prior to any ground disturbing activities. Coordination is the contractor’s responsibility. Removals, Asphalt and Gravel work for this project shall match as per specification provided in Appendix 17. Typical Road Structure within Town of Slave Lake comprises of 100mm ACP, 300mm Granular Base, 500 Granular Sub-Base 1. Cold Milling: Cold milling 50mm depth of existing asphalt or as required by town engineer. All RAP (Reclaimed Asphalt Pavement) shall be hauled to the town yard located at 1005 7th Street NE, Slave Lake. Any hauling cost to be included in the unit price. In circumstances where milling 50mm results in Granular Base Course (GBC) exposure, proper base compaction in place will be required prior to paving. Sweep and remove dust and debris, to be completed by the contractor. Any sweeping and hauling cost should be included in the unit price. All milling work will be paid in m2 2. Deep Base Spot Repairs: Sawcut existing pavement. Remove and dispose of asphalt (100mm thick), base material (300mm thick) and sub-base material (500mm thick) to expose subgrade. Prep subgrade. Undercut subgrade if necessary to accommodate full pavement structure. Install Granular sub base (80mm minus) course in 2 lifts to a thickness of 500mm and compact to 100% Standard Proctor Density (SPD). Compaction testing required by owner supplied 3rd party tester. Install Granular base course in 2 thickness to a thickness of 300mm and compact to 100% Standard Proctor Density (SPD). Compaction testing required by owner supplied 3rd party tester. Proof rolling may be requested by town engineer. Apply tack oil to GBC surface and allow to dry prior to paving. Install ACP bottom lift (not exceeding 55mm thickness) All deep base spot repairs work will be paid in m2 3. Base Spot Repairs: Sawcut existing pavement. Remove and dispose of asphalt (100mm thick) and base material (300mm thick). Shape and compact granular sub base. Install Granular base course in 2 thickness to a thickness of 300mm and compact to 100% Standard Proctor Density (SPD). Compaction testing required by owner supplied 3rd party tester. Proof rolling may be requested by town engineer. Apply tack oil to GBC surface and allow to dry prior to paving. Install ACP bottom lift (not exceeding 55mm thickness) All base spot repairs work will be paid in m2 4. Asphalt Inlay/Overlay: Apply SS1 tack coat primer over the milled surface. Seal any open cracks on the milled surface Supply, place and compact 50 mm of Asphalt Inlay/Overlay. Asphalt mix type shall be as per the specification provided in Appendix 17. Maximum size of aggregate allowed for the mix is 12.5mm. All asphalt inlay/overlay work will be paid in m2 5. Profiling of Low and Sunken Areas: Sweep away dust and debris. Apply SS1 tack coat to low and sunken area. Supply, place and compact required amount of Asphalt levelling course to achieve desired elevation necessary for inlay or overlay. All asphalt levelling course work will be paid by the tonne. Scale tickets shall be provided to town engineer. 6. The quantities shown is for estimate purpose only, actual quantities to be determined on the field. Contractors shall propose the best course of action required to fix the marked road sections. 7. Depending on the pricing received and available budget, we may further include additional sections or some of the proposed sections from the scope of work as required. 8. The contractor shall be responsible for the proper disposal of all other construction waste materials. 9. The contractor shall be responsible for any repairs to the surrounding areas that were disturbed by the construction, such as lawns, driveways, and street asphalt. Any exceptions to this shall be noted in the proposal. 10. The contractor shall be responsible for confirming the elevations for establishing positive drainage. 11. The contractor is required to submit the Asphalt mix design and sieve analysis of granular material before starting any work. 12. The contractor shall be responsible to provide traffic control on roads that require restricted access for periods of time when equipment is blocking lanes of traffic. This includes providing all barriers, signage and flag persons when required in high traffic areas. 13. Any complete road closures require 48 hours, notice to the Town of Slave Lake Project Manager so a proper Road Closure notice can be implemented for the emergency services vehicles. The road closure shall not proceed until permission is granted from the Town of Slave Lake. 14. Full road closures may be denied depending on the type and volume of traffic going through the particular road section. In such cases work shall be carried out on one lane at a time using flagging crew or temporary traffic control devices. 15. In the interest of public safety, the contractor shall not pile any type of construction materials higher than 1.5 meters on site.
