Renovation of a detention facility in Baraga, Michigan. Completed plans call for the renovation of a detention facility.
The Michigan Department of Corrections is seeking proposals from qualified architectural and engineering firms for professional services to study the existing electrical infrastructure and facilitate the design and construction administration for electrical system upgrades, including the provision of a backup emergency generator at the Baraga Correctional Facility. The project includes: 1. Studying the existing high- and medium-voltage gear, distribution equipment, and buildings with localized backup power that have specific short-term needs. 2. Preparing a design and bid package for short-term work to address electrical gear replacement (including transformers) and immediate needs that can be resolved by modifying existing backup power. 3. Preparing a design and bid package for longer-term work to address additional gear replacement and to provide full-scale emergency power backup generation, including a diesel-powered generator and an enclosure/building if required. Coordination for switchover to the new generator and temporary power arrangements are also required. Professional services proposals must cover all phases, including study, preliminary design, design, bidding, and construction administration, in compliance with the State of Michigan DTMB requirements. Proposals must demonstrate relevant project experience and resources, prepare deliverables in accordance with MDOC standards, and include meetings at project kickoff and at 50% and 90% completion milestones. Proposers must detail schedules, provide regular progress summaries, timely meeting minutes, inspection reports, and specify all labor and reimbursable costs. The work is in a secure correctional facility requiring escorts, LEIN clearances, orientation training, and compliance with facility restrictions (e.g., no personal electronic devices in secure areas). As-built verification and documentation of existing conditions is required. Proposals must be submitted electronically with all phases' total cost included in the bid amount, and all required forms and attachments provided.
