Renovation of a detention facility in Baraga, Michigan. Completed plans call for the renovation of a detention facility.
The Michigan Department of Corrections is seeking proposals from qualified architectural and engineering firms to provide professional services for the design, bidding, and construction administration for renovation and upgrades at the Baraga Correctional Facility. The project involves the relocation of the front information desk in the Administration Building lobby, including its demolition, restoration of the area, and installation of a new desk along with necessary IT/data/phone/control/monitoring/video equipment and features. The existing desk must remain functional until the new one is installed. The scope also includes the renovation and upgrade of the facility Control Center, requiring complete functional capabilities to be maintained at all times, and the creation of a new separate Electronic Monitoring (EM) room. Temporary systems must be established to allow for seamless transitions during work. Structural and ergonomic improvements, upgrades of control equipment and monitors, and minimal plumbing work are included. All new furniture for the control center and EM room will be procured by MDOC but installed by the contractor. Work will occur inside a secure correctional facility, requiring coordination with custody staff for escorts, and adherence to strict security, clearance, and safety protocols. Professional resources needed include electrical, mechanical, civil, architectural, IT, and security systems. The proposal must comply with all requirements and standards set by the State of Michigan and MDOC, include verification of as-built conditions, and detail all phases, labor, reimbursable expenses, and schedules. Technical and cost proposals should be submitted through the specified electronic system. Question Deadline 07/02/2026 at 2:00 PM ET ALL questions about this RFP must be emailed (not submitted through VSS) to Tom Pawlowski at pawlowskit@michigan.gov by this time.
