Demolition and site work are expected to begin this fall, with major construction scheduled for 2027 and completion by summer 2028. The project will replace the 1956 Northview Pool, which has $1.3 million in deferred maintenance and loses about 12,000 gallons of water on average due to leaks. The project is supported by $4.25 million in 2026 state bonding funds and is being managed by Kraus-Anderson with design by JLG Architects. The city of South St. Paul is nearing construction of a new aquatics center, a project that will replace a city pool dating to the 1950s. Last week, the South St. Paul City Council approved construction documents and a list of pre-qualified subcontractors for the roughly $10 million Northview Aquatics Center, which will include a new outdoor pool, a concessions stand and support spaces. The new facility, funded in part with $4.25 million from the 2026 state bonding bill, will be built within the city’s Northview Park, which is on Thompson Avenue near Highway 52 in South St. Paul. The city, working with construction manager at-risk Kraus-Anderson, issued its first bid package last week with plans to begin demolition and site work this fall and major construction in 2027, Ryan Garcia, South St. Paul’s city administrator, said in an interview. Designed by JLG Architects, the new facility is scheduled for completion by early summer 2028, Garcia said. A project narrative reveals that the existing Northview pool, in operation since 1956, has about $1.3 million in deferred maintenance needs, including “pool basin deterioration, plumbing issues and aging filtration issues.” On average, the narrative states, the pool leaks about 12,000 gallons of water, roughly 5% of the total volume. “We had some pretty significant water loss, just leaks from cracks in the shell and faulty equipment, those kinds of things. It was becoming more and more unreliable,” Garcia said. At the July 6 city council meeting, Council Member Tom Seaberg said Kraus-Anderson has been “very professional to work with” on the project, which has attracted a lot of interest from subcontractors. Referring to the prequalification list of potential subcontractors, Seaberg noted that 10 electrical contractors meet the minimum requirements to bid on this project, and 15 are qualified to bid on demo, site clearing, earthwork, and site utilities. “I think this is a very good way to do this. These contractors can see who else is on the list. And as business needs dictate, that will help them be more aggressive in their bidding process,” Seaberg said. “The idea in engaging with Kraus Anderson is to get the best overall price that we can for the best value for the community and all of us who will end up paying for this project, of course with a great deal of help from the state.” Garcia said the pre-qualification solicitation was “publicly noticed.
