The Legislative Assembly of British Columbia ("Legislative Assembly" or "Owner") wishes to retain the services of a general contractor ("Contractor") to install security enhancements in relation to vehicular access to the Legislative Precinct. The next stage of construction along the east side of Menzies Street, being on the Precinct-side of the street, is currently the only approved phase to move forward. Construction in relation to the west side of Menzies Street, belonging to the city of Victoria ("CoV," or "City"), on Menzies and the corners of Kingston and Superior Street, is still subject to approval and agreement to be made between the CoV and the Legislative Assembly before it is pursued. The successful Proponent will carry out pre-approved Precinct-side scope and, at the sole discretion of the Legislative Assembly, may be engaged to carry out City-side work. City-side work is not guaranteed to be pursued or awarded to the successful Proponent of this RFP. The Project has been conceptualized in several phases (exceeding three phases); however, the scope of this RFP is only in relation to Phase 2 and, optionally at the sole discretion of the Legislative Assembly, Phase 3. The three phases are : Phase 1 - out of scope, already completed Phase 2 - in scope, Precinct-side of Menzies Street Phase 3 - in scope at the option of the Legislative Assembly, City-side of Menzies Street The deadline for submitting any questions related to this RFP to the contact Annalise Glinker, Procurement Specialist LABCprocurement@leg.bc.ca Question Deadline 07/15/2026 The scope of Work undertaken by the Contractor for these portions of the Project is expected to include the following: 1. Survey of the existing conditions of the location to record layout, dimensions, and elevation. 2. Arrange permits as may be required for offsite work (building permit is not required in relation to the Legislative Precinct). 3. Remove soil as needed and dispose as appropriate, see appendices F1 and F2 (included in the CIS). 4. Install a drainage system, including a trench drain. 5. Organize and complete roll test, concrete testing and other testing, as required. 6. Supply and install new top and base gravel materials. 7. Remove and reinstall existing decorative lights, including adding new light base where needed. 8. Remove and reinstall existing signage, including new footings. 9. Supply and install CIP concrete paving and CIP concrete driveway letdown, sidewalks, median, center islands for on and offsite construction. 10. Complete a survey of the as-constructed conditions and produce as-built drawings. 11. Remove and store existing granite curbs or hardscape materials as directed by LABC. 12. Install stone supplied by the Owner. If the Owner does not have sufficient stone available, new stone approved by the Owner shall be supplied by contractor and installed by contractor. 13. Supply and install asphaltic concrete paving. 14. Supply and install sod and all plant materials, trees, shrubs, etc. 15. Supply and install an irrigation system, integrating the new system into the existing irrigation system, including control wiring to building DDC system. 16. Complete electrical enhancements in accordance with applicable CEC standards and the drawing specifications. 17. Coordinate with BC Hydro and the CoV, including schedule planning, permits, and specification requirements. Keep the Owner informed with regular updates regarding all City-side and boulevard work. 18. Remove all existing bollards as indicated on the drawings and replace them with the specified bollards (solid, rising, or descending) in accordance with the electrical specifications. All new solid bollards, including those installed off-site, must meet the required project specifications. 19. Construct the security wall in full compliance with all project specifications and the approved engineered drawings.
