Site work and paving for a road / highway in Thorndale, Pennsylvania. Completed plans call for site work for a road / highway; and for paving for a road / highway.
The Work to be done under this contract consists of all labor, equipment and materials to resurface roadways utilizing milling or base repair construction and wearing course overlay, maintenance and protection of traffic is also included in the Work This project is subject to applicable provisions of Act 422, Pennsylvania Prevailing Wage Act as amended and the prevailing minimum wage rates issued by the Pennsylvania Department of Labor and Industry. Paving o Milling of 1.5 inches of Asphalt and the Addition of 1.5 inches of Superpave Mixture Design 9.5mm (0.3-3 million ESALS) PG 64S-22 SRL-H bituminous concrete wearing course that meets the current PennDOT PUB 408 specifications at the time of installation for the following roads and approximate dimensions (bituminous tack coat is required prior to installation of wearing course): o Fisherville Road - 14,216 SY o N, Bailey Road - 5,454 SY Note: Trash collection day for all of the roads in the project scope is Tuesday. Contractor shall not install wearing course on a Tuesday. o Perform base repairs as needed utilizing the procedure below: o Base repairs shall be performed after the milling of the existing pavement surface of the road has been completed. o A loaded materials truck (a.k.a. "fully loaded triaxle") will proof roll the milled surface by driving over the surface if needed (as directed by Engineer's construction observer or Owner). o Prior to application of bituminous courses, existing base courses shall be reviewed by the Owner's representative for defects such as fracture, cracking, or other signs of base failure, or potential failure. All areas of failure or potential failure shall be removed by saw cutting or milling machine (jackhammer corner areas only) and replaced. Engineer's construction observer, on behalf of the Township, will mark out areas that require base repair. o Base repairs involve all labor, material and equipment for the excavation below the existing grade to a depth of five (5) inches after the surface milling is completed, compaction of subgrade and installation of a five (5) inch depth of Superpave Asphalt Mixture Design, Base Course, PG 64S22, 25 mm Mix that meets the current PennDOT PUB 408 specifications at the time of installation. o The bid form quantities for 5" depth milling, 5" depth base course paving, and 5" depth aggregate are estimated quantities that may or may not be used on the project. This project is also subject to Act 127 of 2012, known as the Public Works Employment Verification Act which requires all public work contractors and subcontractors to utilize the Federal Government's E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. The successful bidder will be required to furnish a bond guaranteeing performance of the contract in the amount of 100% of the value of the contract. A certified check or bid bond for the amount of 10% of the total bid shall be required. Bonds are to be issued by a surety licensed, to do business in the Commonwealth of Pennsylvania. Letters of credit will not be accepted. Caln Township reserves the right to reject any and all bids for any cause whatsoever, to eliminate any item or items from the contract, and to waive any immaterial defect or informality in the bids.
