In general, the work consists of furnishing, delivering (in one delivery), and offloading the traffic signal upgrade equipment and related materials to the City's Streets Bureau facility at 750 Fairview Avenue, Lancaster, PA 17601, where the materials will be stored until construction begins. All equipment and materials must be PennDOT-certified. The lowest responsible bidder will be determined not only by the lowest price but also by the quality of services supplied, responsiveness, past performance, compatibility of processes with City services, and the bidder's ability to handle the volume of work proposed. Consideration will also be given to contractor integrity, compliance with public policy, record of past performance, and financial and technical resources. The City reserves the right to reject any bid, waive technical defects, or reject bids containing additions, erasures, alterations, omissions, or irregularities of any kind.
