Watermain Replacement Program Phase 2 for the City of Lorain, Ohio. Bids must be accompanied by a Certified Check, Cashier's Check, or Letter of Credit equal to ten percent (10%) of the amount bid, or a bond for the full amount of the bid as a guarantee that if the bid is accepted, a contract will be entered into and a performance bond properly secured. Each bidder must ensure that all employees and applicants for employment are not discriminated against because of race, creed, color, sex, or national origin. All bidders must comply with the provisions of the Americans with Disabilities Act. All federal minority business enterprise and women business enterprise requirements shall be met. All contractors and subcontractors involved with the project will, to the extent practicable, use Ohio products, materials, services, and labor in the implementation of their project. The project is subject to the EPA policy of encouraging the participation of small business in rural areas (SBRAs). The contractor shall be required to pay not less than the prevailing wage rates established by the federal Davis-Bacon Wage Determinations issued by the U.S. Department of Labor. Domestic steel use requirements as specified in Section 153.011 of the Revised Code apply to this project. The project is also subject to requirements related to Disadvantaged Business Enterprises (DBE) utilization, Equal Employment Opportunity Certification, the City of Lorain's local labor preferences, and other provisions. The Director of Safety/Service reserves the right to accept or reject any or all bids.
