The City of Dayton is seeking a firm to provide a wide variety of general engineering and related technical services, with the selected firm designated as the City Engineer. The general work elements include serving as the City Engineer, assisting in planning, coordinating, supervising, and evaluating public works programs, developing policies and procedures, evaluating public works needs, assisting with pavement management, overseeing water efficiency and conservation, providing engineering services and project management for municipal projects, reviewing land use applications and construction plans, ensuring costs and fees are charged to development projects, assisting in the planning and design of parks and trails, and other related tasks. Additional responsibilities include construction services such as planning and reviewing construction projects, monitoring construction processes, preparing and reviewing construction plans, reviewing bids, performing construction staking and surveying, leading coordination on undergrounding utilities, managing community involvement and communications for road projects, preparing engineering reports and technical correspondence (including feasibility and utility studies, capital improvement studies, and grant writing), attending city meetings, responding to constituent requests, proposing non-traditional and green engineering solutions, updating maps and utility records, tracking infrastructure inventory, and assisting with funding solutions. The firm must be licensed to provide engineering services in Minnesota, demonstrate relevant public sector experience, assign an engineer with at least five years of municipal experience, provide all listed services either directly or through sub-consultants, and provide a transition plan from the current provider. Proposals should address all selection criteria and meet submission requirements.
