Time for Commencement and Completion of Work. Work on the improvements shall be commenced upon receipt of the written Notice to Proceed and shall be substantially completed . Substantial completion will be achieved upon completed deep tine aeration, compost application, and over seeding. Liquidated damages for noncompliance with said substantial completion provisions will be assessed at the rate of Two Hundred and Fifty Dollars ($250.00) for each calendar day thereafter that the work remains incomplete. Remaining punch list items, restoration, and final seeding shall be completed . Bid Security. Each bidder shall accompany its bid with bid security as defined in Section 26.8 of the Iowa Code and as outlined in the Instruction to Bidders in an amount equal to Ten (10) percent of the total bid amount. The City of Clive reserves the right to reject any and all bids
