This project includes all labor, materials, equipment, and supplies needed to identify native, native undesirable, and invasive species; remove and control designated woody vegetation to include stump treatment; salvage and process woody materials (to be used for a separate, stream restoration construction project); protect desirable native vegetation; and install necessary creek crossing(s) and erosion control measures. The specific project location and the kind and approximate quantity of materials to be used are as set forth in the plans and specifications. Work on the improvements shall be commenced upon receipt of the written Notice to Proceed. Notice to Proceed for Phase 1 shall be no sooner than January 1 st , 2026. Phase 1 shall be substantially complete by March 1 st , 2026. Notice to Proceed for Phase 2 shall be no sooner than November 1 st , 2026. Phase 2 shall be substantially complete by March 1 st , 2027. Substantial completion will be achieved upon stockpiling of material and treatment of all stumps. Liquidated damages for noncompliance with said substantial completion provisions will be assessed at the rate of Five Hundred Dollars ($500.00) for each calendar day thereafter that the work remains incomplete. Remaining punch list items, removal of creek crossing(s), and restoration shall be completed by April 1 st , 2027. Prospective bidders are highly encouraged to attend a pre-bid meeting. Sealed bids must be filed before the specified deadline. Each bid must be accompanied by bid security as detailed, and the successful bidder will furnish a corporate surety bond for the faithful performance of the contract in an amount equal to one hundred percent of the contract value. Bid security must be in one of the specified acceptable forms and the bid must contain no conditions except as provided in the specifications. Preference will be given to products and labor within the State of Iowa to the extent required by law, and all bidders are notified that minority business enterprises will be afforded full opportunity to submit bids and will not be discriminated against on the grounds of race, color, national origin, sex, age, or disability in consideration for award. Sales tax should not be included in bids, as tax exemption certificates will be issued to the successful bidder.
