This project includes all materials, equipment, transportation, and labor necessary for the reconstruction of Harbach Blvd between NW 86th Street to NW 82nd Street in the City of Clive. Project items include PCC pavement, sanitary sewer, storm sewer, water main, pavers, trail, sidewalk, driveways, traffic control, restoration, and associated work. Specific project location along with the kind and approximate quantity of materials to be used shall be as set forth in the Plans and Specifications. Instructions to bidders include: - Sealed bids must be filed before 2:00 p.m. on March 4, 2026, at the Clive Harbach Center. - Sealed proposals will be opened and bids tabulated at 2:00 p.m. on March 4, 2026, in the Community Room of the Clive Harbach Center for consideration by the Clive City Council at its meeting on March 12, 2026. - Work shall commence with trees to be felled on or before March 31, 2026. Work shall be substantially complete on or before July 2, 2027. Substantial completion will be achieved upon full installation of sanitary and storm sewer, water main, street pavement, sidewalks and trails, curb ramps to allow for vehicular and pedestrian traffic to occur through all phases of the project area. Remaining punch list items, restoration, and stabilization shall be completed by September 30, 2027. - Each bidder shall accompany its bid with bid security as defined in Section 26.8 of the Iowa Code and as outlined in the Instruction to Bidders in an amount equal to ten (10) percent of the total bid amount. - Preference shall be given to domestic construction materials by the contractor, subcontractors, material men and suppliers. Further, preference will be given to products and provisions grown and coal produced within the State of Iowa, and to Iowa domestic labor, as lawfully required under Iowa statutes. - Failure to submit a fully completed Bidder Status Form with the bid may result in the bid being deemed nonresponsive and rejected. - The bidder shall not include sales tax in the bid. The City of Clive will distribute tax exemption certificates and authorization letters to the Contractor and all Subcontractors who are identified.
