The project involves various upgrades throughout the wastewater treatment plant, including: installation of two chemical feed dosing pump skids and secondary containment system piping with leak detection sensors; replacement and installation of two turbo air blowers for the process aeration system; replacement of various process aeration flow meters, butterfly valves and actuators, dissolved oxygen analyzers and elements, and control devices as specified; installation of two new air blowers, air piping, and diffusers for the grit chambers; concrete work such as constructing a curb around the grit chambers, re-sloping the bottom of the grit chambers, and various concrete repairs; replacement of two waste activated sludge (WAS) pumps; installation and replacement of rotating scum tubes, associated scum piping, two submersible and two positive displacement double disc pumps, and 6" discharge piping in the pipe gallery for foam and scum removal system improvements; in-kind replacement of all air diffusers within the aeration tanks; in-kind replacement of 18 various sludge electromagnetic flow meters; various electrical, instrumentation and control upgrades as required; and all other associated work as specified in the contract documents. Bidders must furnish proof of qualifications to perform the described work. Bid security is required in the form of a bid bond or electronic bid bond equal to ten percent of the total price bid, not exceeding $20,000. All applicable surety bonds must be from a company listed on the Federal Treasury List. The successful bidder must supply a New Jersey Performance and Payment Bond. Bidders must comply with all statutory requirements and the provisions for participation of small business enterprises owned and controlled by socially and economically disadvantaged individuals, including meeting a project sponsor-specified SED utilization goal of fifteen percent. The contract is subject to various New Jersey state statutes and regulations concerning public contracts, non-discrimination, and SED participation. The Township reserves the right to waive immaterial formalities and/or to reject any or all proposals in accordance with applicable law.
