The Town of Highland Park is seeking Statements of Qualifications from qualified and experienced firms to provide Owner’s Representative Services for the Wycliffe Avenue Reconstruction Project. The project involves the removal of the existing 40-foot morning glory service spillway and dam structure, construction of a new 120-foot-wide sharp-crested weir, installation of a 100-foot-wide reinforced concrete discharge channel, and the construction of a new bridge along Wycliffe Avenue spanning the discharge channel. The selected firm will act as an extension of Town staff, providing comprehensive project management, procurement support, construction oversight, stakeholder engagement, risk management, and administrative coordination throughout the project lifecycle. The Owner’s Representative will be the Town’s primary day-to-day management resource, responsible for advancing the project and safeguarding the Town’s interests in terms of schedule, budget, quality, safety, regulatory compliance, resident impacts, and overall project success.
