The work will be performed in Marion County, in the City of Detroit, at the City's water treatment plant. The project consists of the removal of existing temporary treatment equipment and installation of the new permanent membrane treatment equipment and associated neutralization equipment from WesTech, supplied by the City. The project also includes installation of new poly tanks, drains, and a discharge at Mackey Creek, as well as necessary electrical and controls modifications. All work must be substantially completed within 90 days of the Notice to Proceed. Bids will be received as a combination of unit price and lump sum bid items. Bids must be fully completed as provided in the Instructions to Bidders and accompanied by bid security not less than 10% of the bid amount. All bidders must be equal opportunity employers, comply with state and federal law, be registered with the Construction Contractors Board, and have an employee drug-testing program in place. Bidders must submit a subcontractor list within two working hours of the receipt of bids. The contract is subject to prevailing wage rates for public works contracts in Oregon. The Owner may reject any bid not in compliance with all prescribed public bidding procedures and requirements and may, for good cause, reject any and all bids if in the public interest.
