Avery County seeks to engage a qualified engineering firm to conduct a comprehensive repair and replacement assessment for the Avery County Parks and Recreation Department's 4.98-acre Little League Fields, which sustained damage during Hurricane Helene. The assessment should include evaluating and recommending repairs or replacements for damaged infrastructure such as fencing, sod, bleachers, restrooms, and other necessary renovations to restore the park to a fully functional facility, including the improvements listed in the attached scope of work. The engineering firm will be responsible for identifying and documenting any damage caused by Hurricane Helene, providing accurate cost estimates for repairs and replacements, managing the FEMA Assistance process, developing justifications for presentation to the State of North Carolina and FEMA, and ensuring project compliance with FEMA requirements. The selected firm will provide site design, building design, and construction management services, as well as general financial management advice and assistance. The selected engineer must provide personnel with appropriate skills and qualifications, indemnify and hold harmless the County for claims resulting from negligence, errors, or omissions, and comply with registration and insurance requirements. The evaluation criteria include the firm's experience with construction, renovation, and design, experience with county projects, staff experience, and understanding of the project.
