Site work and new construction of a mixed-use development in Clinton Township, Michigan. Conceptual plans call for the construction of a 113,500-square-foot municipal facility; and for site work for a municipal facility.
Reference Number 0000429847 Macomb County is seeking to construct a new 113,500 gsf Health & Community Services Building and associated site development to consolidate and replace their aging Robert A. Verkuilen Building (21885 Dunham Rd., Clinton Twp., MI) and Mt. Clemens Health Department Building (43525 Elizabeth Rd. Mt. Clemens, MI). The new facility will be constructed adjacent to and on the site of the Robert A. Verkuilen Building. The proposed Health & Community Services Building addresses significant operational and facility challenges currently impacting the program and services offered at both the Verkuilen Building and the Mount Clemens Health Facility. Each building is experiencing substantial limitations due to age, infrastructure deficiencies, and functional inefficiencies. The Verkuilen Building is an aging structure requiring approximately $10 million in capital improvement investments. Its inefficient floor plan and limited fenestration restrict natural daylight penetration, contributing to a less effective and less desirable working environment. Similarly, the Mount Clemens Health Facility, at approximately 65 years old, is facing critical building system failures. Key systems—including HVAC, electrical, and fire protection—have exceeded their useful life, creating reliability and safety concerns. Additional issues include the absence of a fully sprinklered system, elevator failures, and ongoing water infiltration, all of which further compromise operations and occupant safety. In response to these challenges, the proposed Health & Community Services Building aims to consolidate services currently distributed across these aging facilities into a single, modernized environment. By bringing operations under one roof, the project will enable greater collaboration, eliminate redundancies, and improve overall operational efficiency. The design will prioritize shared spaces to foster cross-functional interaction 2 while implementing standardized and appropriately sized offices and workstations to support productivity and flexibility. Improvements to customer wayfinding and circulation will be a key focus, ensuring that both staff and clients can navigate the facility easily and intuitively. Beyond physical improvements, the proposed Health & Community Services Building is intended to transform service delivery and operational performance. By enhancing service integration, the new facility will support a more coordinated and cohesive delivery model. The client experience will be significantly improved through a more welcoming, accessible, and efficient environment. The facility itself will incorporate state-of-the-art systems and design strategies, ensuring long-term sustainability, reliability, and adaptability. Ultimately, the new facility will result in streamlined operations, positioning the County to better meet current needs while accommodating future growth and evolving service demands. The project is partially funded by Michigan Economic Development Corporation dollars and will require a portion of the funds to be committed and expended to meet state guideline requirements. This will require the selected firm to assist the team with developing a material procurement strategy and implementing sequenced bid packages as part of the project program.
