Renovation of a military facility in Clintonville, Wisconsin. Completed plans call for the renovation of a military facility.
All potential bidders must be certified by DOA prior to submitting bids on state construction projects over $100,000. This project is being let using the single prime bidding and contracting process. DFD will publicly bid the applicable mechanical, electrical, plumbing, and fire protection (MEP) divisions of work first. Within 5 days of the MEP bid opening, DFD will identify a lowest, qualified, responsible, certified bidder in each applicable MEP division of work. These successful MEP bids must be included in all general prime contractor bids received. No later than 5 days after DFD identifies the successful MEP bids, DFD will publicly open general prime contractor bids. General prime contractor bids that do not include the successful MEP bids will be rejected. The state will enter into a single contract with the lowest, qualified, responsible, certified general prime contractor and this general prime contractor will enter into subcontracts with the successful MEP bidders. If a project does not include any mechanical, electrical, plumbing, or fire protection divisions of work, DFD will bid one bid package for all work to general prime contractors. In general, the work consists of: All general construction work required to provide the new Motor Vehicle Storage Building at the Clintonville National Guard Readiness Center as shown on the drawings and as specified herein. The new building site is adjacent to and to the northwest of the existing Readiness Center Building. The new building will be an approximately 6,000 square foot, single story Motor Vehicle Storage Building that will be located inside of the existing fenced, unpaved Military Vehicle Storage Compound. The scope of work of this Contract will include; Site Development as necessary to create the site for the building, excavation and preparation of the site for foundations, provision of utilities and service laterals required for the building, and site restoration work adjacent to the building. Building Construction as necessary to provide the building, including cast-in-place concrete footings, foundations, ground slabs and associated structures, provision of a single-story face brick and CMU thermally insulated structure with one way sloping steel deck on steel joist roof structure, in the size and configuration as shown on the drawings and specified herein. Provision of exterior man doors, overhead operating vehicle doors, glass unit windows and prefabricated metal canopies as shown on the drawing and specified herein. Provision of all building electrical and mechanical work. The building will be classified Storage Group S-2 (IBC 311 Parking Garage, Enclosed). Type of construction IIB. The building will not be sprinklered. Building will be ventilated in order to scavenge combustion gases, but no supplemental heating or cooling will be provided. Base Bid will be received for: A single lump sum bid for All Work. Bid Guarantee in the amount of 10% of the Bid must accompany each bid submitted. The 2017-2019 Wisconsin State Budget (2017 Wisconsin Act 59) repealed Wisconsin's prevailing wage laws. Effective September 23, 2017, state prevailing wage requirements on state building projects no longer apply. These changes take effect for projects advertised for bid after September 23, 2017. This change does not affect the Federal Davis Bacon Act requirements. This project contains Federal Funding that requires Contractors to meet federal requirements for all products and materials used on this project. Please refer to the Supplementary General Conditions for guidance and reporting requirements regarding the Build America, Buy America (BABA) Act.
