Jefferson County, hereafter referred to as the Agency, is seeking a multi-disciplined engineering firm to provide civil and structural engineering, surveying, geotechnical engineering, geology, hydrology and hydraulic analysis, and environmental assessments and permitting (Exhibit A) to develop a final habitat restoration design and associated permits for a portion of the Dosewallips River and floodplain (River Mile 1.0 to 2.0) upstream of the community of Brinnon, WA. The project is funded through a grant agreement between Jefferson County and the Washington State Recreation and Conservation Office (RCO) Salmon Recovery Funding Board (SRFB). The primary deliverable is a construction-ready design package including all necessary local, state, and federal permit applications to restore critical spawning and rearing habitat for Hood Canal summer chum and Puget Sound Chinook salmon. The Powerlines Preliminary Design Basis of Design Report (Exhibit B) was produced in 2024 in preparation for the final design phase. It contains flood modeling, geomorphic and habitat assessments, conceptual and preliminary designs, and more. Questions Due: Email tpokorny@co.jefferson.wa.us on or before July 8, 2026 Since 2003, Jefferson County has been working with willing landowners and partners to reduce flood risk and improve habitat for listed salmonids in the lower Dosewallips River. Currently, the County is workingprogressively towards engineered restoration designs in the Brinnon, Powerlines and Rocky Brook reaches. A final design for the Powerlines Reach will guide access, construction and related activities with the goal of improving the quality and quantity of habitat for Hood Canal Summer Chum and Puget Sound Chinook salmon. One private landowner is cooperating with the project to allow access and ground-based construction on their and adjacent properties. Additional partners include Jefferson County, Washington State Parks and the Department of Natural Resources. The design is to be accomplished in coordination with the Jamestown and Port Gamble S’Klallam Tribes, the Lower Elwha Klallam, Suquamish, and the Skokomish Tribes as well as the Hood Canal Lead Entity and the interested public through local meetings of the local Dosewallips River Collaborative and/or South County Task Force groups. Neighborhood and individual landowner meetings will also be held in support of this project.
