Site work for a playground / park / athletic field in Kodiak, Alaska. Completed plans call for site work for a playground / park / athletic field.

USCG Base Kodiak, Kodiak, AK, has a requirement for a Softball Field Upgrade in accordance with the attached Statement of Work. Performance must be completed within 30 days after award. Construction Wage Rate Requirements are applicable. Certified payrolls will be required to be submitted weekly. At this time, a performance bond is not required. Offeror shall provide a firm-fixed price for the entire effort outlined in the Statement of Work. Evaluation criteria is lowest price technically acceptable. Quotes shall list two points of contact for the offeror, including name, phone number, and email address. All contractual and technical questions must be in writing. Questions must be received by July 20, 2026, 1:00 p.m. Alaska time, to Robbin Kessler at robbin.m.kessler@uscg.mil Telephone questions will not be accepted. Contractor will provide all supervision, labor, equipment, materials, and transportation to improve the surface of the softball field, including resurfacing the infield and leveling low spots in the outfield. The contractor is responsible for providing a complete and usable facility upon completion of this project. This scope of work overviews the major items of work and in no way limits the details and work the contractor is responsible for that is not included in this document. This may include requirements in referenced documents, code requirements, and workmanship details. The contractor is responsible for a high level of workmanship in the execution of work. The following items comprise the scope of work for this project. Items will not necessarily be completed in the order listed. 1. Spread 2,500 square feet of topsoil/sand mix in outfield low spots. 2. Roll and Hydro-seed. 3. Adhere to the USCG Base Kodiak Stormwater Permit requirements: a. The contractor must stabilize exposed areas and contain runoff using structural and/or non-structural control measures to minimize onsite erosion, sedimentation, vehicle tracking off the site, and the resulting discharge of pollutants. Among other actions the contractor must take to meet this limit, the contractor must place flow velocity dissipation devices at discharge locations and within outfall channels where necessary to reduce erosion and/or settle out pollutants. In selecting, designing, installing, and implementing appropriate control measures, the contractor is encouraged to consult with the Base Kodiak Stormwater Pollution Prevention Plan (SWPPP), EPA's internet-based resources relating to BMPs for erosion and sedimentation, including the National Menu of Stormwater BMPs (https://www.epa.gov/npdes/national-menu-best-managementpractices-bmps-stormwater#edu ), and National Management Measures to Control Nonpoint Source Pollution from Urban Areas Work will be completed 30 days after Notice to Proceed.
