The Contractor shall provide all labor, materials, equipment, transportation, tools, engineering, programming, and supervision required to design, install , integrate, test, and commission an Integrated Electronic Security System (ESS) at United States Coast Guard (USCG) Base Kodiak, located in Kodiak, Alaska. The project, designated as Security Upgrades, includes the procurement, deployment, and configuration of: . Video Surveillance Systems (VSS) Access Control Systems (ACS) Intrusion Detection Systems (IDS) Point-to-Point (P2P) Wireless Network Infrastructure All work shall be integrated back to the regional command center head-end located in the MILPOL/COMMAND (Building N38). Total Small Business Set-Aside (FAR 19.5) All physical work, installations, and commissioning activities shall take place on-site at USCG Base Kodiak, Kodiak, AK 99615, spanning the following specific facility assets: 1. Building N2 - Sewage Treatment Plant - 2. Building N23 - Water Treatment Facility 3. Building N24 - Steam Plant 4. Building N38 - MILPOL/COMMAND 5. Building N41 - Child Development Center (CD C) 6. Building N75 - CD C Annex / Community Center 7. Building 559 - Buskin Lake Pump House 8. Buildings 576 - Base C5I Department (BCD) 9. Building 14, 15, and 20 - Air Station Kodiak Hangars 10. Building T1 - Electronic Services Detachment (ESD) Kodiak 3.2 Period of Performance (PoP) & Project Timeline Contractor-Proposed Timeline: Bidding Contractors shall propose their own proposed Period of Performance (PoP) within their technical and cost proposals. The proposal must outline a comprehensive, milestone-driven project schedule detailing estimated durations for equipment lead time, physical installation, integration, testing, and closeout. Desired Completion Window: The Government's highly desired timeline for full completion, functional testing, and final system acceptance of all security upgrades is within three (3) to six (6) months from the date of contract award. Timeline Evaluation: Proposed schedules will be evaluated by the Government based on feasibility, efficiency, and minimal operational disruption to base facilities.
