Demolition, site work, remodeling, renovation and addition to a municipal facility in Winchester, Kentucky. Completed plans call for the renovation of a municipal facility; for the demolition of a municipal facility; for site work for a municipal facility; for the addition of a municipal facility; and for the remodel of a municipal facility.
Full renovation of the existing Rest Area & Vending Structures including structural stabilization (grade beams, helical piles), masonry (CMU wall repairs, new partitions), roofing replacement, installation of storefront windows and roll-up doors, interior finishes (terrazzo floors, painting), MEP upgrades (HVAC system replacement, new plumbing fixtures, sanitary/water lines, electrical distribution, LED lighting), and site work (asphalt paving, concrete curb/walkways, dumpster pad/enclosure, and off-site utility infrastructure replacement). The project consists of a full renovation of the existing Rest Area & Vending Structures along with approximately 2 miles of off-site utilities. The primary architectural intervention in the existing design is the addition of two new accessible restrooms and an entry vestibule for the existing restrooms at the ends of the existing entry concourse. The existing concrete slabs are being removed as part of the structural stabilization which includes new grade beams, helical piles, and new floor slabs. All areas will receive a new epoxy terrazzo floor, and the entry shall include wall bases. The curved, structural CMU wall surrounding the restrooms will remain and receive new plaster finish and paint. The tile mural of the state of Kentucky will be left in place and protected during construction. Soffits and ceilings will be rebuilt to match the existing design. All existing single glazed windows will be removed and replaced with insulated storefront units that match the mullion layout of the original design and will include the lateral reinforcing at the mullions over the concrete wall panels that were part of the original design. Glazing at the new, accessible restrooms and vestibules will have a translucent film of the third surface of the glazing units for privacy. The design will be altered to add two roll-up doors connecting the maintenance area in back to each of the restrooms. In the restrooms, the existing masonry partitions will be removed and replaced with new ceiling-braced, stainless steel toilet partitions. New ADA toilet walls shall be porcelain glazed CMU (both double and single faced units). A 2" veneer of the same glazed faced units will be used in the restroom interiors. The existing opening through the 8" CMU wall will have new steel frame to accommodate the new wall thickness and support the new opening for the roll-up doors. Damaged concrete wall panels will be repaired to match the existing finishes. The existing roof will be replaced and the drum on top will be capped. The existing Vending Shed will have its trusses removed to bearing level. A wood framed storage addition with masonry veneer will be constructed at the rear of the shed, replacing the free-standing prefab shed on site. The new storage room behind the vending shed will be insulated and electric heat to prevent freezing of stored items. The entire vending shed will receive new hipped trusses with a prefinished standing seam metal roof, fascia trim, soffit panels, and ceiling panels. Plumbing work consists of the following: Demolition of existing sanitary piping back to the main line outside of the building. All new PVC sanitary piping will be provided and connected back to this point. Removal of all existing domestic water piping with new copper piping and insulation. Removal of existing plumbing fixtures and replaced with new "low flow" fixtures. Removal the existing well tank and connected accessories. A new pressure tank / pump system will be provided. Removal of the existing water heater and replaced with new water heater. The HVAC system will need to be replaced in order to meet the required recommendations of the existing structure, roof, and floor slabs. A new 5-ton heat pump will be located in same location as existing in Mechanical Room. If approved, the heat pump will be specified as a water source heat pump with piping to two geothermal wells. New ductwork will serve all areas to provide heating and cooling. New exhaust fans in restrooms will have new duct routed to an exterior wall to avoid roof penetration. Test and balance costs for new exhaust fan and HVAC unit have been included. Electrical work includes the following: A new Main Distribution Electrical Panel and new sub panels as required. All new electrical circuits to receptacles, equipment, HVAC lighting and vending machine area as required. New LED lighting system throughout. New lighting controls - Digital time clock, occupancy sensors and keyed light switches as required to best end user control. New LED exit signs, new LED dual head emergency lighting and new LED exterior egress lighting to create a path of egress from the interior spaces to the outside of the building. New lighting and lighting controls systems will be compliant with the currently adopted International Energy Conversation Code (IECC). Site & off-site utility work includes the following: All existing asphalt will be replaced with heavy duty asphalt beginning at the outer edges of the highway shoulder and extending throughout the parking areas. In some areas a full profile replacement may be required and in other areas a mill and overlay may meet KYTC highway specifications. The asphalt elevation on the south side of the car parking lot will be raised to facilitate a normative curb height of 6 inches. Currently the curb height is closer to 10 inches which is a trip hazard for pedestrians. New concrete curb and gutter on the south side of the parking lot will be replaced along with existing pedestrian walkways. All concrete walkways and stairs will be replaced. A new pedestrian connection will join the circular and vending machine buildings. Old handrails will be replaced to meet current building code standards. Signs that interfere with demolition and construction will be removed and replaced according to the Owner's preference for placement. One pair of bollards that protect the flagpole will be removed and replaced with new concrete-filled bollards. The current dumpster site (asphalt and wood fence) is dilapidated and will be demolished. A more attractive and secure dumpster area will be relocated east of the buildings consisting of a new 8 inch heavy duty concrete dumpster pad, 8-foot height CMU screen wall, two chain link gates at the opening and two concrete-filled bollards to protect the wall. The current storage shed next to the vending machine building will be demolished and replaced with an addition built onto the back of the building. To improve pedestrian circulation, a new concrete walk will connect the vending machine and circular buildings. The aging water and sanitary sewer line that extend to nearby Winchester will be replaced in their entirety. Both lines are approximately two miles long. The sanitary sewer lift station will be replaced as well. Utilities within the site-both sanitary sewer and water-will be replaced Question Deadline 08/09/2026 All questions regarding the meaning or interpretation of the bidding documents shall be directed in writing to the purchasing officer.
