West Foster Creek Boundary Fence Replacement The goal of this project is to construct 4-wire fence to a uniform construction using steel tee posts and steel braces in and along the boundaries of the Bridgeport Unit of the Sagebrush Flats Wildlife Area, located in Douglas County, south of Bridgeport, Washington. This fence project consists of repairing approximately .5 miles of existing fencing and constructing approximately 1.6 miles of four-strand smooth and barbed wire fence. Signs will be provided by Owner; see section 01011 Owner Furnished Items. Some brushing may be required as part of this work. Brushing shall be done on WDFW property only. The new fence includes all gates, stretch and end braces and shall be constructed completely on WDFW property. This project is subject to the implementation of fire restrictions if conditions warrant, which may require the Contractor to suspend all or portions of the work. Should the Owner institute such restrictions, any resulting lost contract days will be restored through an equivalent extension of the Contract Time. The contractor must have a minimum of three (3) years of experience in the construction of barbed wire fences in remote and rugged terrain. This includes, but is not limited to, the ability to navigate challenging landscapes, work with difficult ground conditions, and employ appropriate techniques for securing the fence in areas with limited access to resources or utilities. The contractor should be familiar with the proper installation methods, maintenance, and safety standards required for such projects in remote environments. The contractor must also demonstrate proficiency in using the tools and equipment necessary for building durable and effective barbed wire fences in these types of terrains . Documentation of previous projects conducted under similar conditions, along with references, is required. Staging areas will be discussed and pre-approved at the pre-construction meeting. The Contractor may get permission for access from neighbors. Permission must be in writing, with a copy given to the project manager before the access is used. No new roads, tracks, or trails may be cleared by grading or earthwork to construct the fence. The Drawings show roads and two-tire tracks on WDFW and private land. The State does not guarantee the usability of any road or trail shown on the Drawings for any type of vehicle. The bidder shall ascertain road suitability for its uses prior to bidding. ATVs may only travel on already established two-track trails shown on the Drawings and along the route of the fence. Minimize ground disturbing impacts and restrict construction activities to a 12-foot-wide travel corridor along inside of fence line and 2 feet on the outside of the fence. Avoid rutting or otherwise damaging or defacing neighboring or WDFW property. The State shall not be held liable for Contractor damage or restoration to neighboring private land, crops or property resulting from Contractor activities. Repair damage to State and private lands to the Owner's satisfaction including grading and raking. Equipment must be washed before it is brought to the site. The primary concern is weed seed that hitchhikes on equipment and invades the wildlife area. Equipment must be kept clean of weed seed. Unit Prices quoted on the Bid Proposal Form shall be used where there is an increase or decrease in the amount of work as called for on the Drawings or in the Specifications as may be required by the State. The Unit Price shall cover the cost of all labor, materials, incidental costs, Contractor profit, and increased insurance and bond for each item in place. The Unit Price shall remain constant for the length of the Contract. Basis for payment shall be made from lengths, areas, or volumes as detailed below. The term "in place" means installed and complete. Provide all labor, materials, equipment, and permits to repair approximately .5 miles of existing fencing and to construct approximately 1.6 miles of 4-wire cattle fence at the Department's Wells Wildlife Area, located at Bridgeport Hill Rd. NE, Bridgeport, Washington 98813, GPS Coordinates 47.9206, -119.6850 in Douglas County. Minority and Women's Business Enterprises (MWBE) are encouraged to participate in the bidding as prime contractors, subcontractors, or suppliers. Bid Guarantee: For bids of $35,000 or less, no bid guarantee is required. Bids greater than $35,000 shall be accompanied by a certified check, cashier's check, or bid bond payable to the Washington Department of Fish and Wildlife in an amount equal to at least five-percent of the bid as evidence of good faith and as a guarantee that, if awarded the Contract, the bidder will execute the Contract and give separate bond as required, see Section 00702.06. A. Base bids greater than $150,000; Contractor shall provide separate Payment and Performance Bonds, each executed by Contractor and Contractor's Surety. B. Base bids $150,000 or less, Contractor shall provide separate Payment and Performance Bonds, each executed by Contractor and Contractor's Surety, unless the Contractor agrees Owner may, in lieu of the bond(s), retain 10 percent of the Contract Sum for the period allowed by RCW 39.08.010. The Owner may NOT answer questions received after 2:00 p.m. five business days prior to the bid opening.
