The Confederated Tribes of the Colville Reservation (Colville Tribes) seeks proposals from qualified entities ("Firms or Offerors") with experience in design of finfish hatchery facilities. The project site is on the Colville Indian Reservation, at the Colville Tribes' Chief Joseph Hatchery (Hatchery) . The Colville Tribes is requesting proposals including engineering design, specification, and engineer's construction cost estimates toward expanding the hatchery's current infrastructure to include the acquisition and delivery of the Relief Tunnel/Third Water Source (3WS) water at Chief Joseph Dam to the hatchery head-box as originally designed, but deferred during original construction of CJH, and to the adult holding ponds (will require feasibility assessment and design/specifications outside of the original Chief Joseph Hatchery (CJH) design. The services provided must meet requirements as described herein. All responses will be posted on the Tribes' web site at: online no later than 4:00 p.m.PST on February 25, 2026. The Tribes reserves the right to reject any or all proposals, to waive any minor informalities or irregularities contained in any proposal, and to accept any proposal deemed to be in the best interest of the Tribes. RFP date notes: For hard copy submissions, Contractors/Offerors must submit 1 original and 3 bound copies of the proposal no more than 30 pages long, single-spaced, in a font no smaller than 12 point. Proposals shall be submitted in a sealed envelope that has clear markings of the responding business name and address and clearly identifies the contents as "Engineering Design and specifications for CJH Relief Tunnel Water Source RFP".
