Bidders are required to show identification at the Guard Booth when entering the site and must sign in at the Security Officers desk once inside. The project involves the following at the Delaware Air National Guard Base located in New Castle, Delaware: Modifications to the existing Main Gate entrance roadway, construction of privately owned vehicle inspection and commercial vehicle inspection facilities, parking areas, curbing and sidewalks, passive and active barrier systems, video surveillance, area lighting, security fencing and gates, and stormwater and drainage improvements. Construction of supporting utilities including electrical systems, emergency generator and UPS, domestic water, sanitary sewer and natural gas. Bonds: 10% Bid Bond, 100% Performance Bond, 100% Payment Bond. A MANDATORY Pre-Bid Meeting will be held on August 4, 2026, at 1:00 PM in the LOEFFEL ROOM 2600 SPRUANCE DRIVE, New Castle, DE 19720 for the purpose of establishing the listing of subcontractors and to answer questions. Representatives of each party to any Joint Venture must attend this meeting. ATTENDANCE OF THIS MEETING IS A PREREQUISITE FOR BIDDING ON THIS CONTRACT. Please go through the security gate. You will be directed to a small parking lot. Someone will pick you up there and escort you to the meeting area. A valid ID will be required to enter the Base. Please allow sufficient time to move through security and get to the meeting.
