Environmental remediation and asbestos abatement for a municipal facility in Lamar, Colorado. Completed plans call for environmental remediation for a municipal facility; and for asbestos abatement for a municipal facility.

Reference Number 0000431815 The City of Lamar is soliciting competive proposals from qualified, licensed and insured contractors to perform environmental abatement and remediation activities at multiple municipally controlled brownfield properties located in downtown Lamar. The intent of this solicitation is to remove asbestos-containing materials and associated hazardous building materials in compliance with all applicable federal, state, and local regulations, thereby enableing redevelopment of the properties for commercial, residential and public-use purposes. The RFP is issued as part of a federal, state and locally funded brownfields cleanup initiative and is subject to all applicable grant requirements. The project consists of coordinated but site-specific cleanup activities at three related downtown properties. Although the buildings are physically adjacent and functionally linked, each property shall be bid, priced, tracked and invoiced as a separate line item. Scope of Work - Line Item 1 The scope of work for Line Item 1 includes, but is not limited to: o Complete the required regulatory notifications. Develop project design. This abatement plan will be prepared by a Colorado-certified Asbestos Project Designer. All applicable asbestos project designs, specifications, and work plans will be prepared and/or reviewed by a properly accredited Project Designer in accordance with Colorado Regulation No. 8 requirements. The plan must include containment specifications, including critical barriers, decontamination unit requirements, heating, ventilation, and air conditioning (HVAC) isolation, negative pressure expectations, high-efficiency particulate air (HEPA) filtration requirements, waste load-out procedures, final cleaning protocols, and containment removal sequencing to ensure consistent contractor bidding and regulatory compliance. Develop site-specific Health and Safety Plan (HASP). This plan will include the safety management of site workers and the public in proximity to the project. At a minimum , the HASP will include competent person oversight, exposure assessments, regulated areas, respiratory protection programs, medical surveillance, worker training, personal protective equipment (PPE), hygiene facilities, and OSHA exposure monitoring requirements consistent with 29 CFR 1926.1101 for friable asbestos and Major Asbestos Spill work activities. A traffic control plan must also be included for foot and vehicle traffic in the project footprint. Installation of regulated containment systems and negative air controls per the project design. Implementation of lead-safe work practices where lead-based paint is present. Management of lead-based paint will be addressed by the contractor in the project design document. Continuous air monitoring and decontamination procedures. Cleanup of all areas designated as Major Asbestos Spill locations. Removal, handling, transportation, and disposal of friable and damaged ACM. Abatement of additional ACM identified in the attached investigation reports. Removal and/or mitigation of pigeon guano and associated debris, as required. Final visual inspection and clearance air sampling. Completion of all required disposal documentation and regulatory close-out reports.
