The Complexity Factor for this project is 0.07. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on October 21, 2026, at 10:00 AM at the Region One/District One Office in Schaumburg. Phase II engineering services are required to prepare contract plans, structural designs, specifications, cost estimates, supplemental surveying, geotechnical services, lighting design, mechanical design, architectural design and any other necessary work to complete the complete removal and replacement of the existing Circle Avenue bridge to accommodate the future footprint and clearance requirements for I-290 (Eisenhower Expressway) at the Circle Avenue. The proposed scope of work for this bridge consists of the complete removal and replacement of the existing structure with a wider bridge that will accommodate pedestrian and bicycle lanes. The new bridge will be constructed as part of an advance contract while existing I-290 remains open to traffic. The scope also includes the reconstruction of the CTA headhouse and station at Circle Avenue and Harlem Avenue and will require CTA platform, railroad and track improvements that may extend out to Austin Station. A temporary connection to the existing Harlem Avenue Bridge may also be constructed as part of this project. The SOI should demonstrate experience working with railroads like CTA.
