The Complexity Factor for this project is 0. The Consultant who is selected for this project, and all Subconsultants the Prime Consultant will be using, are to attend an initial meeting on October 28, 2026, at 10:00 AM at the Bureau of Innovative Project Delivery Office in Chicago. This advertisement aims to cover the necessary Phase III engineering services for the Wave 1 bundles of the Off-System Structures Bundling Program (OSSBP). The first wave is intended to include 12 bundles each having between 4 to 8 structures. There is estimated to be 71 structures (6 culverts and 65 bridges) in Wave 1, all crossing small waterways (e.g., creeks, streams, tributaries or branches of a river), that are spread across the State and cover almost all Districts as noted in the table below. The structures are located across 21 different counties. The types of structures anticipated for the full replacement structures include precast culverts, cast-in-place culverts, cast-in-place slab bridges, precast prestressed concrete deck beam bridges, and in some instances precast prestressed concrete I beams or steel multi-beam bridges.
