The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on October 29, 2026, at 9:00 AM at the Region Two/District Two Office in Dixon. Phase III engineering services are required for IL 26 from US 30 to the Bureau County Line in Lee County. Construction contract 64S80 includes approximately 12 miles of Cold In Place Recycling, HMA resurfacing, guardrail improvements, and aggregate shoulders. The Consultant must provide sufficient staff to perform all engineering services required to complete the project in accordance with departmental guidelines. This may include, but is not limited to all on-site construction inspection, documentation of pay quantities and related forms for record keeping, Construction & Materials Management System (CMMS) documentation, onsite Quality Assurance material testing, night-time inspection as needed, verification of construction layout including GPS work for layout and documentation, submittal of pay estimates, change orders, submittal of as-built plans, and all other work required to complete the project in a timely manner. The Consultant will be responsible for ensuring contractors complete the work in accordance with the plans and specifications. It is anticipated the department will do all off-site material inspections for the project, and the Consultant will do all on-site material inspection and documentation, including CMMS Materials documentation.
