Demolition for a municipal facility in Elkins, West Virginia. Completed plans call for the demolition of a municipal facility.

Demolition and reclamation of one structure within the city. The successful bidder will be required to obtain and perform the following: 1. Building Permit for Demolition. 2. Performance of obligations under this bid shall be completed within 60 days of signing the contract or by other stipulation as agreed upon . Failure to complete the demolition (s) within this period of time will result in termination of the agreement and contractor will not be awarded any compensation from unfinished portions, and the project shall be awarded to another contractor. 3. Specific performance of project as listed in job description. 4. Adhere to all Federal, State and Local laws. 5. The City of Elkins reserves the right to reject any or all bids, or any part thereof, and to waive any informalities therein. 6. Contractors must be fully licensed by the State of West Virginia, have a current City business license and be current on all monies owed to the City of Elkins. Contractor must provide proof of $ 1,000,000.00 liability insurance per occurrence and Worker's Compensation coverage for all employees on site. 7. Contractor is responsible for any and all damage to any property not contained within this bid for any performance of obligations herein. 8. Contractor to provide a price for each property that includes: o Removal and disposal of all Material o Fill o Grade Site to original grade, dress with lawn grass seed and straw. 9. Street shall be protected from damage. Any accumulation of dirt or mud shall be removed from street. 10. Demolition may not begin until a notice to proceed has been issued by the Code Official. 11. Upon completion, the Contractor must contact the Code Enforcement Department for final inspection by the next business day. 12. No payments will be given until a member of the Code Enforcement Department has inspected the site for compliance with the bid process. Sealed Bids must be clearly marked Demolition Bid and will be accepted until August 21, 2026, at 10:00 a.m. 13. The City of Elkins will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, creed, sex, age, handicap, or national origin in the contract award. The City of Elkins reserves the right to accept or reject any and or all bids or any part thereof. 14. In the event the awarded contractor discovers any possible Asbestos Containing Materials, all work must be stopped , and the Code Enforcement Department shall be Notified Immediately. An inspector will sample the suspected Asbestos Containing Materials and notify the contractor when results are back from the lab. Any delay in completion of obligations herein shall not be held against the contractor. 15. Landfill Tickets from all disposals of materials related to demolition must be delivered to the Code Enforcement Department before payment will be issued. 16. Upon completion of each demolition the contractor shall notify the Code Enforcement Department and the Code Official will inspect the site to ensure compliance with all City of Elkins Ordinances and specifications listed in this bid packet. 17. Contractors must turn in invoices for each demolition as they are completed. Payment will be made within net 30 days after site is inspected and approved by the Code Official. 18. The awarded contractor must come to Elkins City Hall and sign a contract when the Code Enforcement Official has advised the document is prepared. Job Description (General) 1. Disconnect and cap all utility lines, including electric, gas, water, and sewer. 2. Raze existing structure and remove all construction materials and debris from site. Concrete slab and parking lot may stay intact. 3. Remove all loose debris, litter, trash , refuse, overgrowth, etc. from lot area . 4. Dispose of all debris and materials in an environmentally safe and acceptable manner. Contractor shall maintain records and provide proof for disposal of materials by providing weigh receipts and names of disposal sites. 5. Back fill all disturbed areas as may be necessary to restore and to match to original grade. 6. Rake area smooth, seed with lawn grass, and mulch with straw. 7. All work to be done under the jurisdiction of City Code Enforcement. 8. Call Miss Utility 811 before demolition begins.
