The City of Elkins - Water Board, is accepting statements of qualifications from engineering consulting firms to provide professional services to assist with identifying, designing, and constructing a secondary water source for the Water Division, as well as making other improvements to its treatment plant and distribution system. Professional Services will include, but not be limited to, the following: project design, preparation of all necessary permit applications, environmental reports, preparation of plans, specifications, and bidding documents, assistance during bidding, construction administration services, and construction inspection services. Sources of funding for this project may include, but not be limited to, Appalachian Regional Commission (ARC), Community Development Block Grant (CDBG), WV Drinking Water Treatment Revolving Fund (DWTRF), USDA Rural Development, WV Infrastructure & Jobs Development Council (IJDC), WV Water Development Authority (WDA), and the US Army Corps of Engineers. Procurement of said services will be in accordance with WV Code Chapter 5G and 2 CFR 200. All firms interested in being considered for this selection must submit an electronic copy of a proposal detailing qualifications, technical expertise, management and staffing capabilities, related prior experience, and professional references.
