Site work and renovation of a municipal facility in Eldora, Iowa. Completed plans call for the renovation of a municipal facility.

Removal and disposal of existing asphalt-shingle roofing system, inspection of roof decking, installation of underlayment, ice and water protection, flashing, ventilation, and asphalt shingles. The City of Eldora, Iowa is soliciting written bids/quotations from qualified roofing contractors for the replacement of the existing asphalt shingle roofing system at City Hall, 1442 Washington Street, Eldora, Iowa. The work generally includes removal and lawful disposal of the existing roofing materials; inspection of the roof deck; replacement of deteriorated sheathing when authorized by the City; installation of underlayment, ice and water protection, drip edge, flashing, ventilation components and architectural asphalt shingles; protection of the site; cleanup; and all labor, materials, equipment and incidental work necessary for a complete, watertight roofing system. Interested contractors are encouraged to inspect the site before submitting a proposal. The contractor is responsible for verifying dimensions, roof conditions visible before demolition, access requirements and other conditions affecting the work. A. Removal and Preparation Remove existing asphalt shingles, underlayment, flashing, nails and other roofing materials as necessary for proper installation of the new roofing system . Remove materials in a manner that minimizes damage to existing roof decking, siding, masonry, gutters, landscaping and other building components to remain. Legally dispose of all demolition debris off site. The contractor shall provide dumpsters or other disposal containers. After removal, inspect exposed roof decking for deterioration, rot, delamination, structural damage or other unsuitable conditions and promptly notify the City. B. Roof Sheathing / Decking Replace only roof sheathing determined to be deteriorated, damaged, rotted or otherwise unsuitable for the new roofing system . Obtain City authorization before replacement and allow the City an opportunity to verify the location and quantity. Provide replacement sheathing of appropriate type and thickness to match existing conditions and comply with applicable code and roofing manufacturer requirements. Payment shall be based on the actual number of 4-foot by 8-foot sheets, or documented equivalent fractional quantities if authorized by the City, multiplied by the accepted unit price. C. Roofing System Install new architectural asphalt shingles suitable for the building and climate and compliant with applicable building code and manufacturer installation requirements. Provide manufacturer's standard limited warranty of not less than 30 years unless the contractor proposes a longer warranty. Provide synthetic or manufacturer-approved underlayment over roof decking. Install ice and water protection at eaves, valleys and other locations required by applicable code or manufacturer requirements. Install new drip edge at eaves and rakes as required for a complete system. Provide and properly integrate valley protection, step flashing, counterflashing, pipe boots and flashing at walls, chimneys, vents and all penetrations. Replace deteriorated flashing and do not rely on roofing cement as a substitute for proper flashing. Maintain or provide appropriate attic/ridge ventilation consistent with existing conditions, applicable code and shingle manufacturer requirements. Any proposed ventilation change shall be identified to the City. Use manufacturer-approved fasteners and installation methods. Exposed fasteners shall be avoided except where specifically permitted by the roofing system. D. Protection, Cleanup and Site Conditions Protect the building interior, entrances, sidewalks, streets, vehicles, landscaping, utilities and adjacent property. Maintain safe access to City Hall unless temporary restrictions are approved in advance by the City. At the end of each workday, leave the roof weather-tight and secure loose materials and equipment. Perform daily cleanup. Use magnetic collection equipment around the building, sidewalks, parking and landscaped areas to collect nails and metal debris. Repair at the contractor's expense damage caused by the contractor or its subcontractors. E. Codes and Standards All work shall comply with applicable federal, State of Iowa and local requirements; applicable building and safety codes; manufacturer installation instructions; and generally accepted roofing practices. The contractor is responsible for permits, registrations and inspections legally required for its work unless the City expressly agrees otherwise in writing
