The 102d Civil Engineer Squadron (102 CES) is seeking competitive proposals from qualified heavy civil and paving contractors to perform road milling, subgrade stabilization, roadway construction, and thermoplastic striping on base roadways. This solicitation is structured with a Base Bid and an Add-Alternate Option: Base Bid (Main Roadway): Repaving of approximately 2,500 linear feet of the main base artery road. This is a lower-traffic route but is subject to occasional heavy military utility, logistical, transport, and emergency vehicles. It requires a heavy-duty 4.0-inch pavement system to support these periodic heavy wheel-loads. Add-Alternate Option 1 (Gravel Road Paving): Construction of approximately 260 linear feet of new pavement over an existing gravel road . This gravel segment contains patches of degraded, existing asphalt that must be fully excavated, removed, and disposed of prior to new subgrade preparation. Workforce participation goals are 6.9% for women and 15.3% for minorities. Contractor Qualification Required for DCAMM contracts over $150,000, Highway Division contracts over $50,000. Responses to questions will come in the form of an addendum, posted in the CommBuys solicitation prior to the bid closing date.
