Site work and paving for a mixed-use development in Sandwich, Massachusetts. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
Construct and pave an approximately 39,960 sq ft parking area including site preparation, excavation, and grading; concrete curbing; asphalt paving; and striping and signage. The 102d Civil Engineer Squadron (102 CES) is seeking competitive proposals from qualified civil contractors to construct a new asphalt parking lot complete with perimeter concrete curbing, stall markings, and ADA-compliant parking spaces adjacent to the base running track. This project requires a durable, heavy-duty pavement design to accommodate recreational vehicles, light-duty trucks, and occasional maintenance vehicles. All pavement profiles must support standard parking and low-speed turning loads without rutting. Workforce participation goals are 6.9% for women and 15.3% for minorities. The estimated contract value is $400,000.00. Site Visit note- Contractors are requested to arrive at the Bourne Connery Gate no later than 9:15am. The site visit will last roughly 30-45 mins. Questions are due by September 18, 2026 at 10:00am. Note * Only electronic quotes submitted via COMMBUYS will be accepted in response to this ITB. Responses must be sent via the "Create Quote" functionality in COMMBUYS. Phase I: Site Preparation & Earthwork 1. Clearing & Grubbing: Excavate and clear the designated site footprint of all organic matter, topsoil , and vegetation. Stockpile reusable soil in pre-approved base locations or haul off-base. 2. Subgrade Preparation: Grade, level, and compact the subgrade to a minimum of 95% Modified Proctor density. Ensure the grade exhibits a 1.5% to 2.0% slope directing runoff toward perimeter drainage channels or catch basins. 3. Base Course: Install, level, and compact a 4.0- inch thick layer of dense-graded crushed stone aggregate base. 2.2 Phase II: Concrete Curbing Installation 1. Curb Specification: Install approximately 850 linear feet of precast or cast-in-place MassDOT Type A vertical concrete curbing along the perimeter of the parking lot. 2. Joints & Foundations: Secure curbs on a poured concrete foundation block with structural joints, expansion joint fillers, and appropriate backfill compaction to prevent shifting or cracking from vehicle impact or freeze-thaw cycles. 2.3 Phase III: Asphalt Concrete Paving (Heavy Loading Spec) The parking lot pavement structure must be installed in two distinct, high - durability lifts: 1. Tack Coat: Apply an emulsified asphalt tack coat to the compacted aggregate base. 2. Binder Course: Lay and compact a 2.0-inch thick (finished depth) Asphalt Binder Course (nominal maximum aggregate size of 19 mm or Mass DOT equivalent). 3. Surface/Wearing Course: Lay and compact a 2.0-inch thick (finished depth) Asphalt Surface/Wearing Course ( nominal maximum aggregate size of 12.5 mm or MassDOT equivalent), resulting in a total compacted asphalt thickness of 4.0 inches. 2.4 Phase IV: Marking, Striping, and Signage 1. Layout & Curing: Allow asphalt to cure for 7 to 14 days. Lay out approximately 100 parking stalls. 2. Painting Specifications: Apply two coats of high-durability, fast-drying acrylic waterborne traffic paint: Approximately 94 standard stalls painted with 4-inch wide white reflective lines. 6 ADA-compliant stalls painted with blue lines and international access symbols. 3. ADA Signage: Supply and install 6 heavy-duty steel U- channel posts with reflective, federal-compliant R7-8 " Reserved Parking" signs at the head of each ADA-compliant stall.
