The Grant County Port District No. 1 (Port) solicits Statements of Qualifications (SOQs) from consulting firms with expertise in construction engineering, construction management, construction observation, and contract administration for rail and civil infrastructure. The professional services agreement is anticipated to continue through construction completion and closeout, with the option for the Port to extend the agreement for additional time and compensation if necessary and allowable under applicable procurement and grant requirements. The project is located at the Port of Quincy Intermodal Terminal, 408 NE Intermodal Way, Quincy, Washington. Construction is financed by the Port, the Federal Railroad Administration (FRA) through the Consolidated Rail Infrastructure and Safety Improvements (CRISI) Grant Program, and the Washington State Department of Transportation (WSDOT). Major construction elements include: Approximately 5,986 track feet of new 136-pound rail on concrete ties with ballast; three No. 9 turnouts; removal and reuse of existing track; and related trackwork. Track embankment, subexcavation, granular embankment, subballast, and associated earthwork. A 36-foot-long, 10-foot by 4-foot precast concrete box culvert; storm pipe, manhole, and drainage structure work; and drainage and utility protection. Road 'O' grading and preparation for a future at-grade crossing; an in-yard concrete grade crossing; pavement restoration; markings, signage, and fencing work. Construction within an active intermodal rail facility, including railroad coordination, work windows, and work associated with the Quincy-Columbia Basin Irrigation District ditch.
