Vendor shall provide a fuel maintenance program that includes filtration, decontamination, and monitoring for 5 tanks located around the VA Maine Healthcare Facility campus. The equipment to be serviced includes tanks at various locations and sizes, servicing fueling station vehicles, generators, and a fire pump. Annual service shall include removal of contamination in the tanks (water bottom, sediment, gums, microbes, oxidized fuel), adding biocides with dosing calculated on site, lab sampling and reporting, cleaning tanks with High Velocity Recirc Systems, and recording tank conditions. Additional requirements include following VA security and safety procedures, obtaining necessary badges and permits, complying with VA policies on smoking and vaccinations, maintaining proper conduct and parking, confining operations to authorized areas, submitting reports of completed work, and invoicing through specified channels. Bidders must provide a firm fixed price quote, a filled and signed Limitation of Subcontracting form, and a technical capability statement or descriptive literature. Quotes should be clearly indexed, numbered, and include agreement with all terms or specify exceptions. Award will be based on technical acceptability and lowest price.
