Demolition, site work, environmental remediation and asbestos abatement for a municipal facility in Belfast, Maine. Completed plans call for asbestos abatement for a municipal facility; for the demolition of a municipal facility; and for environmental remediation for a municipal facility.

Hazardous building materials abatement and demolition of the Bradbury Manor building, associated pavement and foundation removal, excavation, management and disposal of contaminated soil, and site restoration. There will be an open question period beginning with the issuance of this RFB and ending at 5:00pm local time, Tuesday, August 18, 2026 where the Engineer will receive and consolidate all inquiries submitted and will respond to questions in an Addendum to this RFB. During this inquiry period , direct all questions to the Engineer The project objective for the Owner is to abate identified hazardous building materials and demolish Bradbury Manor, separately and/or concurrently, as necessary, according to the project requirements and specifications, presented herein, including the design shown on the plan set, titled "FY25 Brownfields Cleanup: Bradbury Manor Demolition & Abatement", prepared by TRC, dated July 2026. All work must be performed in accordance with applicable local , state, and federal laws and regulations. BIDDER must prepare a work plan and schedule for the proposed abatement and demolition work, based on the Prior Site Reports and Contract Drawings. The workplan and schedule shall be submitted to the Owner/Engineer for review prior to initiating the work. A general description of the work to be performed under this contract shall include, but will not be limited to, the following construction operations (work associated with Bid Alternate Item ALT 1 , which may or may not be selected, is noted in italics below): Mobilization of all necessary equipment and personnel , temporary facilities, and temporary utilities necessary to conduct the work in a safe, efficient, and costeffective manner in accordance with the requirements of the contracted scope of work. Abatement methods, spraying water or other approved dust-suppression chemicals, if necessary, and covering soil stockpiles when not being actively managed. Preparing material temporary storage and staging areas underlain by 10-mil high density polyethylene (HDPE) sheeting, covered by two-layers of 6-mil polyethylene sheeting, and surrounded by appropriate sediment barriers (e.g., compost filter sock), to prevent run-on and run-off from the stored materials. Performing regulated abatement, transport, and disposal of asbestos-containing building materials, PCB-impacted building materials, and other hazardous building materials as identified in the prior reports in accordance with USEPA and MEDEP requirements before, during, and/or after building demolition. A list of hazardous materials and their quantities is presented in Table 1 on Sheet C2.00 of the Contract Drawings. Removal and proper disposal or recycling of all identified universal waste items from the building, in accordance with applicable waste handling regulations. Disassembly and/or demolition as applicable to all aboveground building components. Demolition wastes shall be segregated and managed for proper disposal based on waste type (C&D, ACM, PCB, etc.). Removal, transport and disposal of all demolition-generated solid waste materials and C&D wastes resulting from building demolition activities with proper disposal to permitted offsite disposal facilities.
