THE CITY OF BIDDEFORD is seeking sealed proposals for HVAC air duct cleaning services for the City of Biddeford Central Fire Station. The Biddeford Fire Station is located at 152 Alfred St. Biddeford Me. 04005 Scope of Work The City of Biddeford Fire Department is open to the public 7 days a week during regular business hours. 8am-5pm. Air Duct Cleaning Services shall be done with as little disruption to building operations as possible. Air Duct Cleaning Services can only be performed during normal business working hours, Monday through Friday, between the hours of 8:00 a.m. and 5:00 p.m. (excluding holidays). The building shall be occupied while work is being accomplished. Special arrangements must be made for any evening, weekend, or holiday work The department will analyze and select the bidder that best meets the needs of the Fire Department. Provide a narrative or graphic indicating the relative start and completion date for the project. Barring any unforeseen circumstances, it is expected and required that work will commence and proceed until completion without unnecessary interruptions in the schedule Proposal Rejection and Waiver of Informalities This RFB does not obligate the City to award a contract or complete the proposed project and reserves the right to cancel this RFB if it is considered to be in its best interest. The City also reserves the right to waive minor informalities and, not withstanding anything to the contrary, reserves the right to: 1. Reject any and all proposals received in response to this RFB. 2. Reject a proposal if it is determined that a vendor's ability to work with the existing infrastructure will be too limited or difficult to manage 3. Select a proposal for contract negotiation other than the one with the lowest cost 4. Negotiate any aspect of the proposal with any vendor 5. Terminate negotiations and select the next most responsive vendor for contract negotiations 6. Terminate negotiations and prepare and release a new RFB 7. Terminate negotiations and take such action as deemed appropriate. Contractors must present themselves to the City's representative each day that work is performed and indicate where the work is to be performed. At the end of each day on site, Contractor's representative must identify areas cleaned; City's representative to conduct an inspection daily, or at a frequency at the discretion of the City. The City reserves the right to revise its Air Duct Cleaning Services schedule. The Contractor shall be responsible for the removal of visible surface contaminants, mold, mildew and deposits from within the HVAC system in strict accordance with these specifications. Ductwork shall be inspected for the accumulation of mold, mildew, or other contaminants and, if observed, shall be reported to the Facilities Manager. The HVAC systems include any interior surface of the facility's air distribution system for conditional spaces and/or occupied zones. This includes the entire heating, air conditioning and ventilation system duct work from the points where the air enters the system to the points where the air reaches the mixing boxes. The interior surfaces of the AHU, coil compartment, condensate drain pans, humidifiers and dehumidifiers, supply air ducts, fans, fan housing, fan blades, air wash systems, spray eliminators, turning vanes, filters, filter housings and reheat coils are all considered part of the HVAC system. The HVAC system may also include other components such as dedicated exhaust and ventilation components and make-up air systems. All work under the resulting contract will be performed in a skillful and workmanlike manner. Maintain compliance with all applicable local, State, and Federal requirements. The Contractor shall obtain all necessary permits required by laws and regulations, give all required notes, and pay all lawful fees in accordance with requirements for the particular work and the locality in which the project is being done. The Contractor shall deliver to the City certificates of inspection where such are required. Any inspection by the City does not relieve the successful Bidder from any responsibility regarding defects or other failures to meet the contract requirements. The Contractor shall ensure that the jobsite is maintained in a clean and organized manner daily. All trash, debris, refuse, garbage, etc., generated on the project site shall be separated and placed in appropriate containers. Provide a general description of the proposed approach to accomplish the Scope of Work. Suggestions/options outside of the Scope of Work must be clearly identified as "Optional Approach". In any event, a cost must be included for the Scope of Work defined in this Request for Bids.
