The work includes construction of a new river crossing under the Aroostook River from River Road to Limestone Street, as well as construction of a new water main along Limestone Street to connect to the existing piping. For requirements regarding bid submittal, qualifications, procedures, and contract award, bidders must refer to the Instructions to Bidders included in the Bidding Documents. Each bidder must comply with the Build America, Buy America Act (BABAA), American Iron and Steel (AIS), Disadvantaged Business Enterprise Requirements, Nondiscrimination in Employment and Labor Standards, Davis-Bacon Requirements, and Federal Requirements, including but not limited to the Clean Air Act, Clean Water Act, Safe Drinking Water Act, and other relevant federal statutes and regulations. A certified check or bank draft payable to the Owner or a satisfactory Bid Bond executed by the Bidder and a Surety Company in the amount equal to five percent (5%) of the Bid must be submitted with each bid. No bid may be withdrawn for at least 60 days after receipt of bids unless released by the Owner. Award of any contract will be contingent upon final financial agreements between the district and the funding agencies.
