Site work for a civil project in Falmouth, Maine. Completed plans call for site work for a water / sewer project.
The Town of Falmouth Wastewater Department seeks qualified contractors to satisfactorily complete replacement and relocation of the existing wastewater treatment facility outfall and headwall. The Town of Falmouth owns and operates a wastewater treatment facility located at 96 Clearwater Drive. The Facility was originally constructed in 1970, with the outfall as it currently exists installed sometime in the 1980s. Over the ensuing decades, tidal action and coastal erosion have undermined the headwall and placed the outfall at risk. This project will demolish the existing headwall and outfall, including associated piping, and relocate the headwall further upland with new piping and a rip rap outfall swale. General Contract Specifications: 1. All excavation, restoration, construction and materials shall adhere to Maine Department of Transportation (DOT), Maine Department of Environmental Protection (DEP), and Town of Falmouth specifications. If there are conflicting requirements, the more stringent shall apply. 2. Contractor shall provide the Town of Falmouth with a construction schedule containing the construction sequence and estimated time required to complete the project. Note that in-water work must be completed in accordance with the time-of-year requirements in the US Army Corps permit. 3. All improvements included in the project shall have a one-year warranty. Retainage, in the amount of 2% of the bid price, shall be withheld until completion of the warranty period. 4. A bid bond and payment/performance bond are not required for this project. 5. The Town has secured the following permits. Conditions of approval of the permits are included in this RFP and shall be made part of the contract: a. US Army Corps Permit, Self-Verification (SV) General Permit #9, including Department of Marine Resources (DMR) time of year requirements for in-water work limited to between November 8th and April 9th (see Attachment 1); b. Maine DEP Natural Resources Protection Act (NRPA), including Section 7 Outfall Activities standard requirements (see Attachment 2); c. Town of Falmouth Planning Board approval for Shoreland Zone activities. 6. Contractor will be required to obtain all required building / excavation permits. Permit fees will either be waved or paid for separately by the Town. 7. Anything not otherwise detailed that is necessary to complete the project as specified shall be considered incidental. 8. The Town of Falmouth reserves the right to accept or reject any and all bids. 9. The Town of Falmouth Wastewater Department will provide access to the site, buildings and sewer infrastructure as needed. The Town will evaluate each bid individually and in the context of all other bids. Bids must be fully responsive to the requirements described in this request, and to any subsequent requests for clarification or additional information made by the Town. Bids must comply with and are subject to all provisions of applicable federal, state, and local laws. Bids failing to comply with the submission requirements or those unresponsive to any part of this solicitation may be disqualified. Bids will be evaluated according to the following: o Responsiveness to submission requirements o Qualifications and experience of firm and key team members o Environmental Sustainability Policy o References o Bid Price The Town, at its discretion, may select a firm outright or select a finalist(s) for in-person and/or telephone interviews. The Town reserves the right to reject any or all bids, to waive technical or legal deficiencies, and to accept any bid that it may deem to be in the best interest of the Town. *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
