The City is requesting proposals from interested and qualified consultants for professional consultant services to lead the development of a plan for nature-based stabilization of Hallowells Kennebec River shoreline. Downtown Hallowell occupies several city blocks (0.4 km) of Water Street along the Kennebec River. The backside, basement level of Water Street buildings face Front Street, which is a narrow, single-lane gravel road that runs immediately along the riverbank. As erosive processes are magnified with climate change, Hallowells downtown infrastructure and community are threatened with increasing risk of bank failure. The City of Hallowell is requesting proposals from interested and qualified Consultants for Professional Consultant Services to lead the development of a plan for nature-based stabilization of Hallowells Kennebec River shoreline. The City has been awarded a Community Action Grant through the State of Maine Governors Office of Policy Innovation and the Future - Community Resilience Partnership to support this work. Downtown Hallowell occupies several city blocks (0.4 km) of Water Street along the Kennebec River. The street is lined with buildings dating from 1815 that house a wide variety of businesses, restaurants, and lounges at street level and residences on the upper levels. Water Street businesses employ workers from Hallowell and surrounding communities in retail stores, restaurants, professional services, and other small businesses. Building residents include condo owners and apartment renters across a wide economic spectrum. Hallowells downtown is an economic driver for the city and a vibrant social, arts, and cultural hub for central Maine. The purpose of this project is to develop a plan for nature-based stabilization of the riverbank along Hallowells entire downtown waterfront, stretching 0.40 km from the bulkhead at Granite City Park to the Department of Conservation Boat Landing at the base of Temple Street (Attachment 1, Fig. 1). Tasks outlined in the workplan (Attachment 1) and assigned to the Environmental Consultant may include, but are not limited to: It is the intent of the City to appoint a committee to review proposals submitted and rank qualified firms. All unsuccessful firms will be notified in writing no later than 10 days after selection of the Consultant. The City reserves the right to reject any and all submissions to this RFP, request clarification, or waive informalities/technicalities, if it is deemed in the best interest of the project.
