The Houlton Band of Maliseet Indians is seeking the services of a consulting engineering firm or firms to assist the Tribal Engineering Staff in the Construction Phase of the Foxcroft Road Reconstruction Project, a multi-year construction project. The main areas of work include Roadway Construction Management, Testing, Inspection, and Support Services for the 4.5 mile reconstruction project on Foxcroft Road, a State Aid Road in the Town of Houlton, Maine. There is no assurance of any given scope or quantity of work that may be assigned as a result of this procurement process. Firms are invited to submit a Statement of Qualifications, which must include: 1. Cover Letter 2. List of services/specialties to be provided 3. Qualifications to undertake the work in service areas proposed 4. List of projects that demonstrate the firm's capabilities 5. List of recently completed work and client contacts 6. Team organization and profiles of key personnel 7. Statement of current workload and ability to take on projects Submittals must be emailed and the package clearly marked "Houlton Band of Maliseet Indians - Statement of Qualifications for Construction Engineering Services." Any attachments with fee information should be in a clearly named separate file. This RFQ does not address scopes of individual projects, and no site information or visits are provided at this phase. Evaluation criteria include qualifications to provide services, ability to work as part of a team, provision of locally-based personnel, familiarity with FHWA and BIA Roads projects, direct experience with Maine DOT Highway Projects (mandatory for State Road Projects), prequalification with Maine DOT (mandatory), and communication skills.
