The Town of Jay is seeking proposals for Engineering Services to complete the scoping, design, and required environmental permitting necessary to upgrade two culverts in the Town of Jay, Maine. The culverts are located on Davenport Hill Road (44.53246-70.27489) and Alden Hill Road (44.49539-70.23416) in Jay, Maine. The two culverts and their associated roadways were significantly impacted by extreme storms in 2023. Both culverts were overwhelmed by flooding and the culverts and roadways immediately surrounding them were impacted. Upgrading these culverts is critical to providing long term resiliency and mitigating future infrastructure failure and damage to these areas. Key project objectives include replacing the culverts with properly sized structures, meeting hydraulic standards, assuring that natural stream functions are maintained, and ensuring public safety and long-term durability. Replacement structures must be designed to meet "Stream Smart" criteria and "Municipal Stream Crossing" grant guidelines. The intent of this project is to complete the relative groundwork and budget to apply for funding sources through either the Maine Department of Transportation's Municipal Stream Crossing grant or other mitigation funding that may become available. The selected engineering firm will be responsible for providing engineering services for the culvert replacement projects, including but not limited to the following Scope of Work items: 1) Site Investigation and Data Collection: Participating in an initial kick off meeting with municipal staff at each site and then conducting a thorough assessment of the existing culvert and surrounding site conditions and identify potential impacts on wetlands, habitat, and other environmental resources. Base mapping to be completed by December 31, 2025. 2) Preliminary Design: Developing conceptual plans for the culvert replacement, considering various culvert materials and configurations and preparing cost estimates. Evaluating proposed designs based on hydraulic performance, structural integrity, environmental impacts, and constructability. Ensuring designs meet "Stream Smart" criteria, allowing for aquatic and terrestrial wildlife passage, proper elevation and slope, and natural stream substrate within the crossing. Preliminary design to be completed by March 30, 2026. 3) Permitting and Regulatory Compliance: Assisting in preparing and submitting permit applications to relevant federal, state, and local agencies (e.g., Maine DEP, MaineDOT, Army Corp of Engineers). Ensuring compliance with all applicable regulations and design standards, including those related to stream crossings and water quality. Permitting to be undertaken by March 30, 2026. 4) Final Design: Developing detailed construction plans, specifications, and engineer's estimate and preparing construction bid documents. Assisting in preparing and submitting various grant applications that may be available. Final design and plans by April 30, 2026. 5) Bidding Support: Assisting the owner during the bidding process, including responding to bidder inquiries and evaluating bids. 6) Construction Support, Project Management and Coordination: Providing construction administration services, such as reviewing shop drawings, responding to contractor questions, and conducting site visits. Verifying construction in accordance with the design plans and specifications. Managing the project budget and schedule and coordinating with the owner, contractors, regulatory agencies, and other stakeholders. Maintaining clear communication and documentation throughout the project. Respondents should submit proposals that include the following information: Introduction, experience, and qualifications of the individual or firm in culvert replacement engineering, particularly in Maine, including experience with Stream Smart criteria and projects. Names and resumes of the project team members, including their relevant experience and certifications. Demonstration of a clear understanding of the project objectives and scope of work. Outline of the proposed methodology for executing the project, including a project work plan and schedule. A detailed breakdown of the proposed fees for all services described in the Scope of Work. Proposal should identify costs for Scope of Work items 1 - 5 as one total and item 6 as an individual total. A list of at least three (3) relevant project references, including contact information. The successful respondent shall provide proof of general liability insurance in the amount of $1,000,000 that names the Town of Jay as an additional insured and, if applicable, workers compensation insurance in the state statutory amount prior to commencement of work. The Town of Jay reserves the right to accept or reject any or all proposals. Proposals will be evaluated based on the respondent's qualifications, experience, project understanding, technical approach, cost proposal, and references. The Town anticipates awarding an initial contract for Scope of Work items 1-5 with item 6 to be determined based on funding.
