The City of Westbrook, Maine, is seeking proposals for the maintenance of best management practices (BMPs) installed throughout the City. The City of Westbrook owns various types of green stormwater infrastructure (GSI). The intent of these GSI systems is to intercept storm water flow and provide water quality treatment to remove common water pollutants such as sediment, heavy metals, and hydrocarbons before the runoff is released to the receiving waters around the City. GSI systems can also provide flood control by retaining stormwater and reducing peak flows into the City's stormwater system during high intensity storms. GSI systems do a good job at removing pollutants and controlling flow only if they are inspected and maintained regularly. The overall goal of the City's GSI program is to improve the quality of the receiving waters by reducing or eliminating the pollutants discharged from the Municipal Separate Storm Sewer System (MS4) and to mitigate flooding issues that occur in the City. The City of Westbrook is under mandate of the MS4 General Permit issued by the Maine Department of Environmental Protection (DEP) to ensure these systems are inspected and maintained annually. This contract will be for a three-year contract with an additional two-year mutual option extension The City of Westbrook, Maine reserves the right to accept or reject any/or all proposals, parts thereof, and to further make modifications or negotiation as it deems in the best interest of the City. It also reserves the right to retain all proposals submitted and to use any ideas in a proposal regardless of whether that proposal is selected. Submission of a proposal indicates acceptance by the firm of the conditions contained within this Request for Proposals.
