Bids must be submitted on forms prepared by Brick Utilities and the Consulting Engineer. All bids must be enclosed in sealed, specially addressed envelope bearing on the outside the name and address of the bidder and work bid upon. All envelopes should be sent to the attention of the Engineering Department. Each bid must be accompanied by a Bid Bond or Certified Check for an amount equal to ten percent (10%) of the bid or a maximum of $20,000.00; such certification to be without condition or qualification, and the check made payable to The Brick Township Municipal Utilities Authority. Each bid must also be accompanied by an agreement to become surety, properly executed by a surety company authorized to do business in the State of New Jersey and which agreement shall be attached to the proposal. All bidders shall be required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-6.2, requiring each bidder and each subcontractor to formulate and submit to the proper authorized representative of the State of New Jersey Department of Labor and Workforce Development an affirmative action program of equal opportunity which guarantees minorities employment in all employment categories. This contract or subcontract is subject to the provisions of N.J.A.C. 7:22-3, 4, 5, 9 and 10. The successful Bidder will be required to comply with N.J.A.C. 7:22-9.1 et. seq. for the participation of small business enterprises owned and controlled by socially and economically disadvantaged individuals (SEDs). The Contractor and all subcontractors will be required to comply with the SED Utilization Plan developed by Brick Utilities for fulfilling SED requirements. The Project shall conform to the Local Public Contract Law, N.J.S.A. 40A:11-1 et. seq. The bid receipt date will be at least thirty (30) days after the advertisement date; addenda notices will be provided no less than seven (7) days, Saturdays, Sundays, and holidays excepted, prior to the bid receipt deadline.
