They plan to award it within a few weeks. Location: Please see Plans/Map. Project involves approximately 275 L.F. 16-inch diameter water main, 5,860 L.F. 24-inch diameter water main, including 300 L.F. of 24-inch directional drill, hydrants and leads, erosion control, traffic control and restoration. All Work is included in a single prime contract. Partial sets of Bidding Documents are not available. Neither Owner, Engineer nor Issuing Office is responsible for full or partial sets of Bidding Documents, including any Addenda, obtained from other sources. The cost of Bidding Documents is non-refundable. Each entity obtaining Bidding Documents from the Issuing Office will be designated as a Plan Holder of Record. Bids received from entities who are not Plan Holders of Record may be returned as being nonresponsive. A prebid conference will be held. Details are provided in the Instructions to Bidders of the Bidding Documents. Bidders are responsible for delivery of the Bidder's qualification statement to the office of the Racine Water Utility at least 5 days before the Bid opening date. All bidders must qualify for 2019. Bids shall be accompanied by a Bond or Certified Check payable to Racine Water Utility equal to 5 percent of the Bid. If the successful Bidder fails to execute the Contract and furnish payment and performance bonds within 15 days after the award, the Check or Bid Bond may be forfeited to Racine Water Utility as liquidated damages. Construction time is of the essence. Completion delays are subject to liquidated damages. Bid proposals from Minority Business Enterprises (MBE), Women-owned Business Enterprises (WBE), Disadvantaged Business Enterprise (DBE), Emerging Business Enterprise (EBE), Small Businesses Enterprise (SBA), Service Disabled Veteran and or Veteran-owned Business (SDV/SVB), are encouraged. The Racine Water and Wastewater Utility reserves the right to accept the most advantageous Bid, or to reject any and all Bids. Award of Work described herein is subject to the provisions of the Wisconsin Statutes. A pre-Bid conference will be held on October ___, at 10:00 a.m. at the Racine Water and Wastewater Utility, 800 Center Street, City Hall Annex, Room 227, Racine, WI 53403. Representatives of Owner and Engineer will be present to discuss the Project. Bidders are encouraged to attend and participate in the conference. Engineer will transmit to all Plan Holders of Record such Addenda as Engineer considers necessary in response to questions arising at the conference.
