Site work and renovation of a mixed-use development in Riviera Beach, Florida. Completed plans call for the renovation of a playground / park / athletic field; and for site work for a playground / park / athletic field.

**As of April 15, 2019 Project has been awarded. Award amount is $2,223,585.53.** PROJECT LOCATION Alton Community Park within Alton PCD located north of Hood Road between I-95 (SR-9) and Alton Road in Palm Beach Gardens. DESCRIPTION OF WORK The project involves the construction of a Community Park. Specifically, construction of a restroom facility, trails, dog parks and installation of playground and exercise equipment,. Work will include the installation of landscape, irrigation and lighting to support the Park's use. Note that all mass earthwork is complete. SCOPE OF WORK A. The work to be performed by the Contractor includes furnishing all materials, labor, tools, equipment, water, light, power, transportation, superintendence, temporary construction of every nature, and all other services and facilities of every nature whatsoever necessary to modify, construct, complete, deliver and place in operation the subject Project as shown on the Drawings and/or as herein described as specified. All work to be in accordance with the Contract Documents. B. All material, equipment, labor and work to be furnished for the successful construction of this project shall be in strict compliance with the latest edition of all applicable codes, standards and referenced specifications, as well as all contract documents summarized herein. C. Submittals - Project submittals of all types required for this work are identified throughout the project conditions and specifications in each section. The Contractor shall be responsible for properly executing each submittal with the correct forms and procedures. General requirements with respect to submittals are given in Section 01300. D. All work performed under the Northern contract shall conform to the latest edition of Northern's Engineering Standards Manual, unless otherwise authorized by the District Engineer. Northern Standards shall govern unless local standards prove to be more stringent The Bid Proposals totals will be announced at the opening, however copies of the Bid Proposals will not be provided to attending Bidders at that time. The Owner for the Project is the Northern Palm Beach County Improvement District. The Engineer of Record for the Project is Caulfield & Wheeler, Inc. 7900 Glades Road, Suite 100 Boca Raton, FL 33434. All Contract and Technical inquiries should be directed to Kimberly Leser, P.E., at the District Engineer's office and whose phone number is (561) 697-7013. The Project is generally described as follows: Public and Private Improvements for Community Park Project within Alton PCD located in Palm Beach Gardens, Fl. Improvements include construction of restroom facility, trails, dog parks and installation of playground and exercise equipment. Work will include the installation of landscape, irrigation and lighting to support the Park's use. ARCADIS Project # WF590PO1.9087 Payment shall be made in the form of money order or company check made payable to ARCADIS US, INC. No cash please. A person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a bid on a contract with a public entity for the construction or repair of a public building or public work, may not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public entity, and may not transact business with any public entity in excess of the threshold amount provided in Section 287.017, Florida Statutes, for category two for a period of 36 months from the date of being placed on the convicted vendor list. Bid Proposals must be accompanied by a Bid Security in the form of a certified bank check made payable to the Owner, or a Bid Bond. The amount of the security shall not be less than five (5) percent of the Bidder's Grand Total Price indicated in the Bid Proposal Form. No Bid Proposals may be withdrawn for a period of 90 days after the scheduled bid opening date for the receipt of Bid Proposals except as otherwise provided in the Instruction to Bidders. It is the policy of Northern Palm Beach County Improvement District that those Small Business Enterprises that would be eligible for certification as such by Palm Beach County shall have the maximum practical opportunity to participate in the competitive process of supplying goods and services to Northern Palm Beach County Improvement District. The successful bidder who is awarded the Contract, shall be required to furnish a 100% Construction Performance Bond and a 100% Construction Payment Bond for the awarded Public Improvements. If awarded by Northern, the Contractor shall also be required to furnish a 100% Construction Performance Bond and a 100% Construction Payment Bond for the Private Improvement Alternate 1. A single Construction Performance and a single Construction Payment Bond may be supplied if the Public Improvements Base Bid and the Private Improvements Alternate 1 are awarded by Northern. The Schedule of Values includes line items for the cost of the Payment and Performance Bond for the Public and Private work. Bidders should anticipate that Owner may negotiate some or all of the aspects of a Bid Proposal with one or more of the Bidders in order to obtain the lowest negotiated price. Owner reserves the right to execute only the Public Improvements Base Bid or the Public Improvements Base Bid together with Alternate 1. Qualification of Bidder: The Project will be awarded only to a responsible Bidder qualified by experience to construct the Project as specified. In addition, the Bidder must satisfy the following criteria: 1. Have been in the general contracting business under the present name of the bidding entity for a minimum of the last five (5) continuous years. The Owner reserves the right to reject any or all Bid Proposals, to waive informalities, and to re-advertise.
