The Housing Development Corporation of Northumberland County (HDCNC) will receive sealed bids from bona-fide bidders for a SINGLE Prime Contract with a General Contractor for the new 5 unit senior/veteran housing building located at 310 West Seventh Street in Mount Carmel, Pennsylvania 17851. The Mount Carmel Borough meeting room is located at 137 West Fourth Street, Mount Carmel, Pa. 17851 Bids received after the stated due date and time March 15, 2019 at 9:00am will not be accepted. Bids are expected to be awarded by the Housing Development Corporation of Northumberland County, a 501 (c) 3 private non-profit, within 2-3 weeks of the March 15, 2019 bid opening. The developer and the Borough will not respond to requests for Bid Documents. Prime bidders must submit documentary evidence of minority and women business enterprises who have been contacted and to whom commitments have been made. Documentation of employment opportunities as well as contract solicitations and commitments shall be submitted concurrently with the bid. Bidders must also submit documentary evidence of Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid. Work under this Contract IS subject to the requirements of the Pennsylvania Prevailing Wage Act (1961 August 15, PL 987, P.S. 165) and subsequent amendments. Work under this Contact is subject to the requirements of the Public Works Employment Verification Act (Act 127 of 2012) .
