Site work and paving for a mixed-use development in Gladstone, Oregon. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

A list of major subcontractors supplying labor or materials must be submitted within two hours of the bid deadline as set forth in the instructions to bidders. Street and utility work along a 2-block long section of E. Clarendon Street in Gladstone, Oregon. Street work includes demolition and construction of streets, sidewalks, ramps and driveways. Utility work includes installation of new sanitary sewer, storm drain and water system improvements, including the transfer of water services and fire hydrants from a 6-inch main to a 24-inch main. Sanitary sewer improvements include base improvements, Alternate "A" for the CIPP lining of the existing 10" sanitary sewer main, and Alternate "B" for replacement of the existing 10" sanitary sewer main Questions concerning the bid documents, should be directed to Mark Sirois at marksir@clackamas.us or 503-650-5664. This project is financed through the Community Development Block Grant Program with funds obtained from the U.S. Department of Housing and Urban Development. The Contract will be subject to regulations of the Oregon Bureau of Labor and Industries and the federal Departments of Labor and Housing and Urban Development. This is a public works contract subject to ORS 279C.800 through 279C.870 and the federal prevailing wage rate as required under the Davis-Bacon Act (40 U.S.C.276a). The Contractor shall commence no work under this contract until the Contractor and every subcontractor has a public works bond filed with the Construction Board in accordance with ORS 279C.830 and all other bonding and insurance requirements have been met and a Notice to Proceed has been issued. Each bid must contain a statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120. Contractors need not be licensed for asbestos handling per ORS 468.883 to complete this project. No bid for this construction contract will be received or considered by the County unless the bidder is registered with the Oregon State Construction Contractor's Board or the Landscape Contractors Board or as required by ORS 671.530 This project is estimated above $100,000 dollars and will qualify as a "HUD Section 3" covered contract. This desired designation means: Contracts exceeding $100,000 are considered "Section 3 covered contracts" and are thus subject to the provisions contained in 15.18 of the General Conditions of the Project Manual. Bids exceeding $100,000 must include an indication of whether or not the firm submitting the bid is a "section 3 business concern." A Section 3 business concern is defined by HUD regulations as a business concern: (1) That is 51 percent or more owned by Section 3 residents; or (2) Whose permanent, full-time employees include persons, at least 30 percent of whom are currently section 3 residents or, within three years of the date of first employment with the business concern, were Section 3 residents; or (3) That provides evidence of a commitment to subcontract in excess of 25 percent of the dollar award of all subcontracts to be awarded to business concerns that meet the qualifications set forth in paragraphs (1) or (2) above. A section 3 resident means: (1) A public housing resident; or (2) An individual who resides in the metropolitan area in which the section 3 covered assistance is expended, and who is a low-income person or a very low-income person. For purposes of this project residents of the Portland/Vancouver metropolitan area who are members of families meeting the following income limits are considered low or very low income persons. Only bidders prequalified with Clackamas County for classes of work described in the bid documents will be accepted. Applications are available at the County Purchasing office at 503-742-5444. Bidders may submit applications for prequalification with Clackamas County up to the date and time of the bid opening. Clackamas County may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of the County that it is in the public interest to do so. The Clackamas County Board of County Commissioners reserves the right to waive all informalities
